Thousands of schools, employment offices, driving test centres, immigration facilities and coastguard control rooms face closure on Thursday in a series of strikes over public-sector pay.
Up to 100,000 civil servants will join the 200,000-strong National Union of Teachers in separate 24-hour stoppages in protest at government pay-restraint policies.
