Dry Pet Food and Salmonella in Humans

Eight new cases of human salmonella infections linked with dry pet food have been reported this year, according to new data from the Centers for Disease Control and Prevention.

Last year, the C.D.C. reported on a Salmonella outbreak in 2006 and 2007 that was traced back to dry dog food. The C.D.C. has identified a total of 79 cases in 21 states, according to the latest Morbidity and Mortality Weekly Report. The illness was tracked back to an Everson, Penn., pet food plant operated by Mars Petcare US, Inc. The company closed the plant in July.

Despite a widespread recall of foods last year, eight more cases were identified between January and October of this year. On Sept. 12, the company announced a nationwide voluntary recall of all dry dog and cat food products produced during a five-month period at the plant. Most of the cases were identified in young children who may have handled or put dry pet food in their mouths. Symptoms included bloody diarrhea, but none of the cases has resulted in death.

The recent illnesses involved three new cases in Pennsylvania, two each in Georgia and New York, and a single case in Texas. Ages of patients ranged from 4 months to 39 years, and none of the contaminated food in those households appeared to cause any illness in the pets.

Since 2006, at least 13 recall announcements involving 135 pet food products have been issued because of Salmonella contamination. However, none of those cases appeared to result in human illness. The current outbreak involving the Mars plant is the first documented case to trace human Salmonella infections back to a contaminated pet food plant.

The September 2008 recall involved approximately 23,109 tons of dry pet food, representing 105 brands. However, dry pet food has a one-year shelf life, and contaminated product might still be in the homes of purchasers and could produce illness, the C.D.C. warns.

The agency says consumers should use precautions when handling all dry pet food, treats and supplements. Canned pet food is unlikely to be contaminated with pathogens because the manufacturing process should kill bacteria. They advise washing hands for at least 20 seconds with warm water and soap immediately after handling dry pet foods, pet treats and pet supplements, and especially before preparing and eating food for people. Infants and children should be kept away from pet feeding areas.

　水産庁は8日、東太平洋のマグロを管理する「全米熱帯まぐろ類委員会（ＩＡＴＴＣ）」が米ラホヤで開いていた特別会合で、メバチ・キハダマグロの漁獲量制限で合意できずに閉幕したと発表した。昨年6月以降、5回続けて合意に至らず、今年は国際約束がないまま漁獲するという異例の事態となる。日本は漁獲量の削減を受け入れていたが、巻き網漁の禁漁期間の延長でエクアドルなどが折り合わなかったという。

　2007年の漁獲量制限の合意では、はえ縄漁業国である日本のメバチマグロの漁獲枠は3万4076トン。06年の漁獲高は約1万3000トンと余裕があるため、07年合意を今年も自主的に引き継ぐ。一方、一度に大量のマグロをとる巻き網漁は07年で合意した42日間の禁漁期間をさらに延ばす方向で議論を重ねてきた。

　ＩＡＴＴＣは今年以降の漁獲制限について昨年6月から繰り返し会合を開催。今回は年内の合意を目指し、はえ縄漁をする日本や韓国などの漁獲量制限と、巻き網漁をする中南米国の禁漁期間延長をセットで協議していた。(23:01)

ＧＭ「09年前半にも資金不足」　米次期政権の支援促す

　【ニューヨーク＝武類雅典】米ゼネラル・モーターズ（ＧＭ）と米クライスラーの合併協議が中断に追い込まれた。米金融危機が起きた9月以降、合併構想を起死回生策と位置付けてきたが、金融機関や特定企業への支援を嫌うブッシュ政権の支持を固めきれなかった。ただ、ＧＭは来年前半にも「資金不足に陥る」恐れを表明するなど政府支援の必要性を強く訴えている。今後は14、15日に米ワシントンで開く緊急首脳会合（金融サミット）の行方やオバマ次期政権の動向が各社の生き残りのカギを握る。

　米メディアによると、ＧＭとクライスラー筆頭株主の米ファンド、サーベラス・キャピタル・マネジメントが合併協議に入ったのは今年9月。当初は米ＪＰモルガン・チェースなど取引金融機関は計画を支持した。(16:00)

　公明党の高木陽介選挙対策委員長は8日のＴＢＳ番組で、総額2兆円の定額給付金について「（最初に）麻生太郎首相が言ったように全世帯にやった方がスムーズにいく」と述べ、所得で支給対象を限定すべきではないとの考えを示した。

三浦元社長死亡から1カ月　自殺か他殺か、つかぬ決着

　【ロサンゼルス＝共同】1981年の米ロサンゼルス銃撃事件で、逮捕された三浦和義元会社社長（61）＝日本では無罪確定＝がロス市警で死亡してから 10日（日本時間11日）で1カ月。市警は自殺と断定しているが、遺族と弁護人は他殺を主張しており、今後、市警相手に民事訴訟を起こすことも予想される。

　三浦元社長はサイパンからロスに移送された10月10日、市警の留置場で死亡した。遺体を司法解剖したロス郡検視局は正式な死因を公表していないが、担当者は自殺との見方を示している。

　遺族と弁護人ゲラゴス氏は、独自に病理学者に解剖を依頼し、元社長の背中の傷やのどの血腫を根拠に他殺を主張。関係者によると、暗殺されたケネディ元米大統領の解剖もした著名な法医学者にも解剖を依頼。遺族側は民事訴訟で市警側の責任を問う意向とされる。

　ロス市警は留置場の管理体制などに問題がなかったか調査を進めているが、市警幹部は結果公表に1、2カ月かかるとの見通しを示しており、なお時間がかかりそうだ。(22:01)

日本通訳協会が閉鎖、９日の検定試験中止

　英語や中国語通訳の検定試験やセミナーを実施する日本通訳協会（東京・新宿）が「閉鎖」したことが8日、分かった。9日に予定していた「通訳技能検定試験」も中止するとしている。受け付けを代行する書店などによると、受験料は一部払い込まれているという。協会のホームページ（ＨＰ）では受験料について「業界各社と協議中で無駄にならないよう努力する」としている。

　同協会は閉鎖について「金融支援を受けられなくなった」とＨＰ上で説明。協会の事務所には同様の張り紙があり、電話はつながらない状態。受験料については今月下旬に連絡先などを知らせるとしている。

　同協会は株式会社。通訳技能検定試験は1973年に創設され、これまで約13万人が受験し、約3万8000人が合格しているという。１級と２級に分かれるが、国家試験ではなく、合格しなくても通訳業務を行うことは可能。(13:12)

韓国船の密漁横行　山陰沖、漁具回収が急増

　カニなどの好漁場として知られる日本海山陰沖の排他的経済水域（ＥＥＺ）内で、韓国漁船が仕掛けた刺し網などの漁具が多数見つかっている。密漁が横行していることを示すもので、昨年は640トンの漁具が回収された。水産資源の減少を懸念する水産庁は、ズワイガニ漁が解禁された今月6日から取り締まりを強化したが、監視には限界があり、有効な防止策は見つかっていない。

　今年7月、但馬漁業協同組合津居山支所（兵庫県豊岡市）の漁船が、日本のＥＥＺ内で韓国製の刺し網を回収し漁港に持ち帰った。網にかかった数百匹のズワイガニは死骸となって腐り、足が折れて売り物にならない無残な姿になった。

　「レギュラー満タン！」

　前年に比べで販売量が約２割減ったという大阪市西区の給油所。８月にレギュラー１リットルあたり１９０円だった価格は、現在は約３割安の１４８円となり、威勢の良い店員の掛け声は以前よりも増えたが、それでも「激減した客は期待したほど戻っていない」と男性所長（２８）は話す。

　大阪府南部ではレギュラー１リットルで１２０円を切る店も登場。日本エネルギー経済研究所石油情報センターによると、全国平均の店頭価格は、８月に１８５円まで急伸した後、下落傾向に転じているが、顧客増につながっていない様子だ。

　同市住吉区の南住吉ＳＳの店長、高橋新一さん（５８）は「消費者側も節約志向になり、インターネットで少しでも安い店舗を見つけ、低量のガソリンしか給油しない。車の重量をわずかでも軽くして燃費を良くする工夫らしいが、１０００円分しか給油しない人もいる」と嘆く。

英、タクシン元首相のビザ取り消し

　【バンコク＝菅澤崇】タイ外務省報道官は８日、英国政府がタクシン元首相夫妻に発給した入国査証（ビザ）を取り消したことを確認した。これによりタクシン首相は活動の拠点としていた英国に戻れないことになり、政治活動に影響が出そうだ。

　国外逃亡したタクシン夫妻は英国で生活していたが、現在は英国を離れており、フランス通信（ＡＦＰ）によると、フィリピンに滞在しているとみられる。

　タクシン氏は先に夫人の土地取引に絡む汚職で有罪判決を受けている。

北方領土を日本領と区分　ロシアのプーチン首相公式サイト

　新設されたばかりのプーチン・ロシア首相の公式サイトに公開されている世界地図で、北方領土が日本の領土として区分されていることが８日までに分かった。

　ロシアは北方領土をロシア領と主張して実効支配しており、サイトをつくった技術者が政府方針に反する“間違い”をした可能性があるが、８日時点で変更されていない。

　このサイトは先月末、首相の活動を広く知らせるため政府サイトとは別に新設された。首相の外遊記録を示す「国際訪問」と題された地図で日本の上にカーソルを移動すると、日本が北方領土を含めて赤く強調される。（共同）

The UK has recorded the highest number of cocaine users in the EU for the fifth year running, a report suggests.

Annual figures from the European Monitoring Centre for Drugs and Drug Addiction showed that 7.7% of Britons aged 15-64 had taken cocaine.

The Tories accused the government of failing an "entire generation" of young people with its drugs policies.

The Home Office said the statistics and other figures suggested the overall use of drugs in the UK had stabilised.

Cannabis use

The figures suggested 11.2% of Britons aged 15-24, and 12.7% of those aged between 15-34, had taken cocaine.

An estimated 12 million EU citizens aged 15-64 had taken cocaine at some point, 11 million had used amphetamines and 9.5 million had taken ecstasy.

Some 71 million European citizens - about one in four people - had tried cannabis.

The figure for cannabis in the UK was 30.1% of the 15-64 age group, topped only by France (30.6%) and Denmark (36.5%).

The report also said ecstasy use had remained consistently higher in the UK compared to other countries.

It added: "Data from a few countries suggest that cocaine could be replacing amphetamines and ecstasy among some sectors of the drug-using population.

"This may be the case in the UK and Denmark, and to some extent in Spain."

'Generation betrayed'

Shadow home secretary Dominic Grieve said the report confirmed the UK's status as the "cocaine capital of Europe".

"It is particularly disturbing that we have the highest proportion of 15 and 16-year-olds using cocaine - the government's failure is betraying a whole generation of young people," he said.

"This is due to Labour's chaotic, confused and staggeringly complacent approach to drugs. Drugs wreck lives, destroy communities and fuel crime - the fact Labour do not recognise this make them part of the problem, not the solution."

Last week, figures from the British Crime Survey suggested about 810,000 Britons had taken cocaine in the past year.

Some 3% of people questioned admitted using class A drugs over the previous 12 months, which was less than the previous year.

A Home Office spokesman said: "Home Office figures published last week show overall drug use in the UK is at an all time low and the number of seizures is up 15% on the last annual statistics.

"Alongside this, new figures today show the number of problem drug users has remained stable. We continue to focus our efforts on reducing the harm caused by illegal drugs through tough enforcement, education and treatment."

Great October Revolution Day fades away for many Russians

Russian communists and their followers celebrate the 91st anniversary of the Great October Revolution today with a march and a meeting on the Pushkin Square in Moscow’s center.

“This day, November 7, has always been and still remains a great holiday for us. Our prime goals are sovereignty of people, labor and the revival of the Unified state,” the leader of the Communist Party of the Russian Federation, Gennady Zyuganov told Interfax.

Opinion polls say that the majority of Russians still consider November 7 a revolutionary holiday. However, most of the polled said that they were not going to celebrate it.

“October does not succumb to modern trends,” Zyuganov’s colleague, Ivan Melnikov, deputy chairman of the Russian parliament, the State Duma, told The Rossiiskaya Gazeta. “Time shows that it is a unique holiday. It has the global and the humane meaning. November 7 marked the beginning of a different life and a different epoch. Revolution gave Russia and the whole world a new country and, more importantly, a new attitude to man. An attitude to every human being as a personality having the right for a worthy life on a par with everyone else,” the official said.

One-third of Russians believe that November 7 is the day of the Great October Socialist Revolution. About 38 percent respondents expressed such an opinion during a poll conducted in 140 settlements in 42 different regions of the Russian Federation.

About 31 percent said that it was just an old holiday, which they used to celebrate for many years and which they would like to keep.

Eleven percent of the polled said that they consider this holiday as the day for national unity and reconciliation. Seven percent said that November 7 is a tragic day in Russia’s history.

The Day of October Revolution is a holiday presumably for pensioners and males over 55 years of age having secondary education and receiving the monthly income of less than 6,000 rubles ($230).

About 52 percent of the polled Russians said that they were not going to celebrate either the revolution or the reconciliation day.

Over 3,500 people are going to participate in the reconstruction of the historical parade, which took place on Moscow’s Red Square 67 years ago. Soldiers and servicemen used to depart to the front from the Red Square on November 7, 1941, when Nazi troops were attacking Moscow.

Moscow held a military parade on the Red Square on November 7, 1941, amid fierce fights with fascist troops. The parade was held to celebrate the 24th anniversary of the Great October Revolution.

Russian nuclear submarine accident leaves 20 dead, 22 injured -2

MOSCOW, November 9 (RIA Novosti) - An accident aboard a Russian nuclear submarine in the Pacific Ocean killed 20 and injured another 22 people, a spokesman for Russia's Investigative Committee said on Sunday.

The accident occurred late on Saturday during the sea trials of a nuclear-powered submarine as a result of the unsanctioned activation of the submarine's fire-extinguishing system. The incident is the worst for the Russian navy since the sinking of the Kursk submarine in 2000 when all 118 sailors died.

"According to preliminary information, the incident killed 20 people - 6 sailors and 14 civilians who were aboard the submarine while 22 people received injuries of various gravity," Vladimir Markin said.

Capt. 1st Rank Igor Dygalo, an aide to the Russian Navy commander said on Sunday that 208 people, including 81 service personnel had been onboard the submarine at the time of the incident. He said that the sub's reactor had not been affected and radiation levels were normal.

All the injured had been evacuated on to the Admiral Tributs anti-submarine ship and later taken to hospitals in Vladivostok.

Meanwhile, the submarine arrived at 10:30 a.m. Moscow time (7:30 GMT) at a temporary base in the Primorye Region, Dygalo said.

A high-ranking source in the Pacific Fleet said the accident had occurred in the nose section of the submarine and confirmed that it had not damaged the submarine's reactor.

The construction of the Akula II class Nerpa nuclear attack submarine started in 1991 but has been suspended for over a decade due to lack of funding. Akula II class vessels are considered the quietest and deadliest of Russian nuclear-powered attack submarines.

The Nerpa had started sea trials on October 27.

Meanwhile, Russian investigators said that Freon gas was the cause for the death of people on board the submarine.

Russia, Venezuela sign deals on joint bank, aluminum plant

CARACAS, November 8 (RIA Novosti) - Russia and Venezuela have signed a memorandum on setting up a joint development bank with starting capital of $4 million.

With Venezuelan President Hugo Chavez and Russian Deputy Prime Minister Igor Sechin in attendance, documents were also signed on the mutual promotion and protection of investments, on a joint venture involving Russian aluminum giant RusAl to build a production facility in Venezuela, and on cooperation in the automobile industry.

Gazprombank, the banking arm of energy giant Gazprom, will be the Russian participant in the development bank venture. Gazprom started exploratory drilling for gas in Venezuelan waters on Friday.

The head of international relations at Russia's Finance Ministry, Konstantin Vyshkovsky, said the bank would finance projects in Russia and Venezuela, and could be involved in payments for oil deliveries.

He added that the global financial turmoil meant it was a good time to create such a bank, which could even begin work sooner due to the crisis.

RusAl and its Venezuelan partner will each own 50% of the joint venture, and the Russian aluminum giant's director of international development, Alexander Livshits, brushed off concerns over financing due to the financial crisis.

"Crises come and go, but RusAl remains," he said at the signing ceremony.

The biggest problem, he said, would be electricity supplies, but that would be solved by building a new power plant.

Sechin said at the ceremony that the deals could not be done without the support of the governments of Russia and Venezuela.

Relations between the two countries have become increasingly close over recent years, with billions of dollars of Russian arms sales leading to military cooperation and broader economic ties, and Chavez's opposition to U.S. dominance regionally and globally meshing with Russia increasingly flexing its muscles on the world stage.

Chavez hails his country's "strategic" ties to Russia and Russian President Dmitry Medvedev is expected to visit Venezuela later this month.

住宅分譲用地、購入を凍結　積水は戸建てで、大和はマンション

　住宅大手が分譲住宅向けの用地購入を大幅に削減する。首位の積水ハウスは戸建て向けで新規取得の凍結を決めた。2008年度の購入額を前年度比25％減らし、在庫を圧縮する。2位の大和ハウス工業も今年度、マンション向けを含めた分譲用地の調達を同4割程度削減する。住宅市場の長期低迷を受けた措置で、供給戸数の絞り込みで販売価格の下落を食い止める狙いもある。

　大手2社が分譲用地の購入を大幅に減らすのはバブル崩壊直後以来という。同様の動きが住宅各社に広がる可能性がある。建設資材に加え、住宅販売と連動性の高い家電など幅広い業種に影響を与えそうだ。(07:00)

岩崎電気、蛍光灯生産から撤退　高輝度照明に注力

　岩崎電気は蛍光灯の自社生産を2009年春をめどに打ち切る。住宅着工の低迷や公共事業の縮小などを受けて蛍光灯分野の競争が激化、事業の採算が悪化していた。ＨＩＤ（高輝度放電）ランプや太陽光発電システム向け試験装置などに人員や開発投資を振り向け、収益向上を狙う。

　茨城製作所（茨城県桜川市）での蛍光灯の生産を中止する。蛍光灯の売り上げは07年度実績で約23億円。開発・製造を担当している100人前後の正社員はＨＩＤランプなどに配置転換する。既存顧客向けには子会社や海外メーカーなどから製品を調達して供給する計画だ。(07:00)

四川大地震から半年　迫る冬、不安募る農村

　【成都（中国四川省）＝尾崎実】約7万人の死者を出した中国・四川大地震の発生から12日で半年。道路などのインフラ整備が進み、復興は軌道に乗ったようにも見えるが、農村部の状況は今も深刻だ。耐震性を無視したレンガ住宅の再建が相次ぎ、資金不足から着工すらできない農民も多い。「このままでは冬を越せない」。不安を抱える被災地にまもなく零下の冬が到来する。

高島屋と労組：労組の国際組織と協定　海外での紛争仲介

　百貨店大手・高島屋と同社労組が、流通や金融などの労組の国際組織「ＵＮＩ」などと、海外展開する企業向けの労使協定を締結する。１１日にスイス・ニヨンのＵＮＩ本部で調印する。

　ＵＮＩは企業活動が国際化する中、労働組合が国境を超えて活動し、政府や経営側に対する発言力を向上させるために発足。協定は「グローバル枠組み協定」と呼ばれ、企業が海外の進出先で、労組の結成や団体交渉権の尊重、雇用差別の禁止など労働者の基本的な権利を守ることでスムーズな労使紛争の解決を期待できるという。

　０２年ごろ始まり、ヨーロッパの多国籍企業を中心に広がった。ＢＭＷ（ドイツ）やルノー（フランス）、商業ではメトロ（ドイツ）やカルフール（フランス）など約６０社が締結。日本では高島屋が初めてとなる。

　今回の協定には、児童労働の禁止などに加え、環境に配慮した経営の推進も盛り込む。例えば高島屋が取り組むリサイクルや簡易包装などを、アメリカやフランスなどの店でも取り組む。また労使紛争が起きた場合ＵＮＩが仲介機能を果たす。

肥満：遺伝子持っていても、やせられる　東北大が調査

　肥満になりやすい遺伝子変異を持っている人でも、持たない人と同等にやせられることを、栗山進一・東北大准教授（公衆衛生学）らが調査で示し、米医学誌「メタボリズム」電子版に発表した。遺伝子を調べて肥満体質の型を判断し、効率的な減量法を指導する「遺伝子ダイエット」が話題だが、栗山准教授は「現時点で科学的根拠があるとは言いがたい」と指摘する。

　調査は、福島県内で実施した減量教室参加者のうち同意が得られた４０～６０代の３７人（男性９、女性２８）に対して、「β３アドレナリン受容体遺伝子」の変異の有無と減量の関係を調べた。同遺伝子は代表的な肥満関連遺伝子で、これに変異がある人は変異がない人に比べて基礎代謝が低いため、肥満になりやすいとされている。

　被験者のうち、変異があったのは１２人。肥満の程度を示すＢＭＩ（体格指数、２５以上が「肥満」）は、「変異あり」群の平均が２５．６、「変異なし」群は２４．８だった。

　全員に対して保健師や管理栄養士が６カ月間、食生活や運動を指導した結果、変異あり群の体重は平均２．５２キロ減り、ＢＭＩは１．０８減った。一方、変異なし群は体重１．８９キロ減、ＢＭＩ０．８減という結果で、両群の間に統計的に意味のある差はなかった。

　栗山准教授は「遺伝子変異の有無にかかわらず、同じ方法で同程度の減量ができた。遺伝子変異だけが肥満を起こすわけではなく、両者の関係にはまだ議論がある」と話す。【大場あい】

アイスマン：家系断絶？　英国・イタリアの研究チーム、遺伝子解析

　【ワシントン共同】アルプスの氷河で１９９１年に凍った状態で見つかった約５３００年前の男性「アイスマン」の家系は、現在は断絶しているとの遺伝子解析結果を、英国とイタリアの研究チームが、米科学誌カレント・バイオロジーに発表した。子孫が欧州に残っている可能性があるとしていた従来の研究を覆す結果だ。

　チームはアイスマンの細胞から、母親から子に伝わる「ミトコンドリアＤＮＡ」を採取して全配列を解読。このうち「Ｋ１」と呼ばれる特定の領域を現代の欧州人の１００以上の家系と比較したところ、現存する３種類の型とは全く異なることが判明した。アイスマンの母親からつながる女系の子孫がほぼ残っていないことを示しているという。

　チームによると、現在の人間と同じホモサピエンスのミトコンドリアＤＮＡの配列を完全解読した例としては最古となった。

　アイスマンは石器時代末期または銅器時代のおのや短剣とともに発見され、推定で４６歳前後。肩に刺さった矢の傷が致命傷とみられている。
