Moscow denies Iran defence sale

Russia's government has denied it plans to sell an advanced anti-aircraft defence system to Tehran, following Iranian reports of the sale and some statements by Russian officials earlier this week that appeared not to deny it was taking place.
On the website of the Federal Military and Technical Co-operation Service, a statement posted on Monday read: "Information that has appeared in several media outlets about deliveries of the S-300 anti-aircraft system to Iran does not correspond to reality."

Bank of England trimmest in EU

The UK has the fewest central bankers per head of population in the European Union, according to the 2009 Central Bank Directory published yesterday.
The Bank of England has reduced staff by almost 20 per cent in the past five years and has just 2.9 employees per 100,000 of the population. In the eurozone, national central banks employ 14.4 staff per 100,000 of the population, while in the US the figure is 6.98.

At the end of a year marked by rising economic insecurity and changing attitudes to the accumulation of wealth, people from different walks of life have spoken to the Financial Times about how their lives have changed - and how they are facing up to a credit crunch Christmas.
Vicar at St Saviour's Church
The ornate facade of St Saviour's Church stares directly at shoppers walking out of door number 2 at Harrods. Even in London's glittering Knightsbridge, Ed Olsworth-Peter, the church's vicar, has seen the downturn taking some of the shine off Christmas.
"We have certainly seen new people coming to the church since the autumn," he says. "When people put a lot of effort into possessions and money and suddenly it's not there any more, it does make them ask questions about what their life is about."
His congregation spans Harrods store workers - for whom the church holds special services - artists and City high fliers. "Everyone is equal and that is the attraction. It is irrelevant whether you're a jobbing actor or a hedge fund manager. The church offers hope at a time when people are worried.
"People locally have been affected by the credit crunch whether they work in the City or retail. People who work on commission at Harrods are worried about whether they can sell all their stuff."
But if there is a silver lining to the economic crisis, it is perhaps a refocusing on the meaning of Christmas, he believes. "Maybe it makes us think about what Christmas has become, an excessive amount of money and Christmas decorations up for months."
"You never want a credit crunch, but maybe some good can come out of it, by making people think about how they live their lives and what is important."
Vegan footwear company owners
Vegan footwear manufacturers Jill Woodward and husband Brian have bucked the small business trend with a generally strong performance in 2008 - but have still agreed, as a family, to spend less this Christmas.
"It's cutting down a little. We've decided we won't spend as much as we did," says Mrs Woodward. "It gets a bit out of hand if you aren't careful."
The couple founded vegan footwear and accessories company Freerangers in 1999. Based in Chopwell, near Gateshead, the company employs the Woodwards and six outworkers. The thousands of pairs of vegan shoes handmade to order by Freerangers each year are sold worldwide.
The company's big new product development in 2008 has been vegan sporrans. It now has 10 celtic varieties, all animal-product free.
Sterling's weakness has increased overheads but the Woodwards are holding their catalogue prices. "We believe in trying to keep faith with the customers. They are affected too," says Mrs Woodward.
She feels "quite positive" about 2009. "We have a good business model and I think we will be OK."
But she feels keenly about the UK's loss of manufacturing skills. Freerangers now has to import its buckles and trim due to the decline of the UK footwear sector. "It's only small niche businesses like us who are surviving because we don't have high overheads."
Yet the couple accept that people will inevitably alter their buying patterns in the credit crunch. Since September, Freerangers has noticed one telling trend among its own customers.
"Our refurbishment service, which strips everything down to the original upper, has been very popular," Mr Woodward says.
Manager of Oxfam shop
At the back of the Oxfam charity shop on London's affluent Kensington High Street, the sorting bay for donated clothes is piled three bags deep. But amid the pre-Christmas rush it should tower far higher.
"Normally it's up to the ceiling," says manager Jo Rodgers, who has noticed a distinct drop in the number of donations the shop is receiving this Christmas.
She says: "Some days I think: 'My goodness, we're not going to stock the shop floor'. We are getting a couple of bleak days each week when we panic a bit."
Ms Rodgers, 60, has also seen a fall in the quality of items coming from even the well-heeled residents of Kensington. "People might think they will hang on to their winter coat this year but maybe give us the coat they wore three years ago."
But if the downturn has hit the level of donations, it has also driven shoppers to Oxfam in search of bargains. On the morning of the FT's visit, the shop had already sold a £500 painting and a £500 designer leather handbag, hardly typical charity shop wares.
From those of a less material bent, Ms Rodgers reports particularly strong demand this year for Oxfam Unwrapped, notional gifts such as goats, camels and bags of seeds that go to people who need them.
"In this economic climate, people are taking stock and thinking: 'Do I really need all this stuff around me?'. With all this doom and gloom around people feel that they want to do more with their money.
"It makes me feel good to see there are still so many uncynical people in the world."
Agent for hamper and savings club
As an agent for Park, the Christmas hamper and savings club group, since 1972, Dorothy Cottrell has been observing other people's Christmases through good times and bad for more than 35 years.
She has collected £5,000 this year, her highest figure ever, from family, friends and neighbours saving for the festive season.
This year Mrs Cottrell increased her own savings, accumulated with payments from January to early November and returned in the form of vouchers for retail spending, to £250, compared to £200 in 2007. "With the way prices were going I thought I had better up it a bit," she explains.
Nevertheless, her Christmas this year is "mostly not going to be quite as elaborate".
The reason for the restraint is Mrs Cottrell's son-in-law was recently made redundant from his job. As she has a granny flat at her daughter and son-in-law's Merseyside home, this affects Christmas for them all.
While ensuring Christmas for their nine-year-old daughter Molly is unaffected, Mr Anson and his wife Jane, a teacher, have cut back their present giving to each other.
Last year, Mark gave Jane a mobile phone, Ipod and Sarovsky crystals. This year it is shampoo and body wash. Last year, she gave him a laser printer, computer keyboard and digital camera. This year he expects nothing.
Mrs Cottrell, who earned £100 commission this year for her collecting, feels uncertain about next year's economic prospects. "I can't see the situation improving overnight." Her seven 2008 customers seem equally unsure about how much they can commit to saving next year.
Their intentions will be clearer when they return their leaflets to her over the next week or so. "I haven't pushed it. It's in the lap of the gods," she says.
Woolworths' team leader
Martin Slee will be striving to ensure this is a normal Christmas for his seven and 11-year-old daughters. "I don't want my children to be upset by the fact their dad hasn't got a job any more. There will be nothing which looks any different to normal. You try to separate home life from work."
Mr Slee is - for a few more days - a team leader at the huge Woolworths store on the eastern edge of Newcastle but by January 5, he, like 27,000 other Woolies' employees, will have been made redundant.
"I was management and everything was pretty much sorted, then you get a body blow like this. It screws up everything," says Mr Slee, aged 40, who has worked in retailing for 22 years.
Even before this shock, he and his wife Linda had resolved to buy each other cheaper presents this year because of credit card debts, which they have reduced to £15,000 from £36,000.
His wife earns £20,000 a year - £2,000 a year more than his Woolworths salary - as a secondary school teaching assistant. Mr Slee has begun jobhunting and hopes Northern Rock will agree reduced mortgage payments for a period on the family's home. He is working on his CV. "I thought I was in a job for life. I had it on the PC and I deleted it."

Asset price fall set to hit legacy income

Charities can expect their income from legacies to decline by up to £350m as bequests are eroded by sharp falls in asset prices and a frozen housing market, say experts in the field.
Legacy income soared to about £2bn in 2007, according to Legacy Foresight, a specialist company that advises charities, boosted by house price rises and a marked increase in the numbers making posthumous donations.
Chris Farmelo, director at the company, told the Financial Times legacy giving will have climbed only slightly to about £2.1bn this year, before dropping sharply to £1.85bn in 2009 and reaching a trough of £1.75bn in 2010.
This will have the biggest impact on charities devoted to health and animals, which are disproportionately reliant on legacies. Legacies account for almost a quarter of all charitable giving but more than half for the Royal Society for the Prevention of Cruelty to Animals, for example.
Anthony Baumann, head of fundraising at the RSPCA, suggested that “all logic” pointed to an overall fall in its donations. However, he said: “We are a charity with reserves for just such an occasion as this.” But because of the fall in asset prices, reserves “won’t be in too happy a state either”.
“The interesting thing about this one [downturn] is that there aren’t many of us around who have seen the marketplace move so dramatically before,” Mr Baumann said.
Jayne George, director of fundraising at Guide Dogs, which relies on legacies for about half its donations, said that under the charity’s “cautious” scenario, its legacy income would fall to £33m next year. This contrasts with £35m this year and about £38m in 2007 – an unusually good year, she pointed out.
Ms George said such financially difficult times were “obviously what charity reserves are for so we can cover any short-term downturn of one or two years”. However, “any longer than a two-year recession would mean we would have to take a view on what services we are providing”.
Other charities highly dependent on legacies also counsel against overreaction, reinforcing her point that the length of the recession would determine whether they would actually have to trim services.
Partly because of legacies, Richard Taylor, executive director of fundraising and supporter marketing at Cancer Research UK, Britain’s largest charity by donations received, is predicting a fall in revenue of about 4 per cent in real terms in the year to March.
Several acknowledged that the impact of the property market downturn had yet to make itself fully felt. There is usually a lag of several months between bequeathed properties being sold and the selected charity receiving the money. This means much of this year’s legacy income has come from properties sold before house prices had fallen so sharply.
But it is not only charities dependent on legacy income that look set to suffer. Experts believe that a raft of small, little-known charities will also prove vulnerable as the downturn deepens.
Karl Wilding, head of research at the National Council for Voluntary Organisations, said: “[In recessions] people always focus on the charities they are already giving to, so now is not the time to be searching for new donors.”
Ann Gloag, the businesswoman who set up the Freedom From Fistula Foundation about a year ago to help African victims of a condition obscure to most Britons, said so far “we have not found it that difficult to fundraise”. However, she added: “I think 2009 will be very tough”. Fistula is a medical problem that afflicts new mothers in poor countries.
John Low, the chief executive of the Charities Aid Foundation, struck a more positive note, however. Commenting on overall giving to charity from all sources, he said: “History suggests it will slacken. It may dip a bit but is unlikely to collapse.” Research suggests that even in the 1930s Depression giving held up relatively well. Mr Low said: “The British are very good at responding to poverty.”

China starts filling tanks at largest oil reserve: report

China has started filling tanks at its largest oil reserve, taking advantage of tumbling world crude prices, state media reported Thursday.
The facility's 10 tanks, which have a total capacity of 6.3 million barrels, are operated by China National Petroleum Corp., the nation's top oil producer, and are located in the northwest Xinjiang region, the Xinhua news agency said.
This is just the first phase of the reserve, which will eventually have an overall capacity of more than 50 million barrels of crude, mainly produced in Xinjiang or imported from neighbouring Kazakhstan, it said.
Total investment in the project is 6.5 billion yuan (950 million dollars), with 856 million yuan invested in the first phase, it added.
Analysts said the ongoing slump in the global oil market, with crude prices falling 78 percent since hitting record highs above 147 dollars per barrel in July, made a good opening for China to expand its crude imports and reserves.
"People thought before it was not a good time to raise oil reserves due to excessively high prices," said Zhou Fengqi, a former official with the National Development and Reform Commission, the top economic planning agency.
"But there is no excuse for not seizing the opportunity now as oil prices are relatively cheap," Zhou said, according to Xinhua.
China began to build four strategic oil reserve facilities on its east coast earlier this decade, and two of these are now in operation, Xinhua said.
The aim of the reserves is to guarantee supply in times of need as the nation's a growing economy demands ever-more energy to fuel the factories that supply many of the world's consumers with manufactured goods.
Strategic oil reserves in the country are expected to reach 101.9 million barrels by the end of this year and rise to 145.9 million barrels in 2010, with 511.9 million barrels a long-term goal, Xinhua said.
A net importer of oil since 1993, China imported around 1.2 billion barrels of crude in 2007, up 12.4 percent from the previous year.
The country's current oil consumption is about eight million barrels per day, according to data from the Securities Daily, a state-run newspaper.

Santander to form Uruguay's biggest private bank

The Uruguayan affiliate of Spain's largest bank, Santander , said on Tuesday it had received government approval to incorporate ABN AMRO's assets to form the largest private bank in Uruguay.
In a global deal, Santander, the Royal Bank of Scotland and Belgian-Dutch financial group Fortis paid 70 billion euros (66.2 billion pounds) in a joint bid for ABN and split the Dutch bank among themselves.
"We received word (from Uruguayan officials) that Santander's purchase of ABN's assets and liabilities has been authorized, which means we will create the biggest private bank in Uruguay," Jorge Jourdan, director of Santander Uruguay, told reporters.
A high-level source at the local affiliate said Santander had paid some $175 million (118.4 million pounds) for ABN AMRO in Uruguay.
Jourdan said the merged institution, which will start operating under the Santander brand starting next Monday, will account for 18 percent of Uruguay's bank deposits and 22 percent of its loans.

India November Iron-Ore Sales Rise as China Increases Purchases

Dec. 26 (Bloomberg) -- India’s iron-ore exports in November rose from the previous month as China, the world’s biggest buyer of the steelmaking raw material, increased purchases.
Shipments were 8.74 million tons compared with 4.14 million tons in October, the Federation of Indian Mineral Industries, a group of iron-ore miners, said in a statement today.
Chinese mills are buying more from India because they want suppliers such as BHP Billiton Ltd. and Rio Tinto Group to cut prices, said R.K. Sharma, secretary general of the association.
“This is a way of putting pressure on Rio and BHP,” he said by telephone from New Delhi.
China may ask Rio Tinto and rivals to accept an 82 percent price cut after steel prices fell to 1994 levels, Shan Shanghua, secretary in general of the China Iron and Steel Association, said earlier this month.
Still, total exports in November were lower than last year’s 10.16 million tons, the association said.
India produced 160 million tons of iron ore in the year ended March 31. Two-thirds of the output was sold to China, according to the group.

EU's new online library reopens
Europeana launch ceremony, 20 Nov 08
The European Union's huge digital library Europeana, which crashed last month just hours after its launch, is back online.
The website's server capacity has been quadrupled to cope with demand, European Commission spokesman Martin Selmayr told reporters.
But the homepage - at www.europeana.eu - warns that "the user experience may not be optimal in this test phase".
The site gives multilingual access to cultural collections across the EU.
The site was swamped by users on its launch on 20 November, with a volume of 10 million hits an hour, triggering a crash.
Europeana brings together more than two million books, maps, recordings, photographs, archive documents, paintings and films.
Many of Europe's top museums, such as the British Museum and the Louvre in Paris, have contributed to the project.
It is hoped 10 million works will be available on the website when it is fully operational in 2010.

Crib mosques anger Italian party

Right-wing politicians have protested at the inclusion of Islamic symbols in nativity scenes in northern Italy.
Elaborate cribs with figurines enacting the nativity decorate most Catholic churches in Italy at this time of year.
A priest at a Genoa church put a mosque and minaret in his crib, while a crib at a Venice school also had a mosque.
The Genoa branch of the anti-immigrant Northern League reacted with fury. But a senior church figure said there are no firm rules on what can be included.
'Gesture of inclusivity'
At Our Lady of Divine Providence in Genoa, Father Prospero Bonanzi put a mosque and a minaret in his crib.
"The act of a fool," the local branch of the party called the priest's decision.
"The only thing he missed out was the suicide bomber ready to blow up Christ's manger," was the comment of the Northern League's European deputy Mario Borghezio.
In one Catholic school in Venice the mosque placed in the middle of a Christmas crib produced mixed reactions among pupils and teachers.
But Cardinal Angelo Scola, the Patriarch of Venice, was more cautious in his comment.
There are no rigid rules about what you can and cannot include in the nativity scene, he said.
The imam of Milan, Hamid Shari, said he thought the inclusion of the mosque was a good idea and a gesture of inclusivity.
Italians love to adapt new forms to ancient traditions and there is a new family in many of the Christmas cribs produced in Naples.
America's new President-elect Barack Obama and his wife Michelle figure in many crib scenes being sold there.

More than 200 NI rivers polluted
Three-quarters of Northern Ireland's rivers are polluted beyond acceptable levels, assembly members have heard.
In tests conducted between 2005 and 2007, rivers were graded from A to F. Those rated C and under were considered to be below standard.
More than 200 were C or below, including Crawfordsburn River, Bloody Bridge River, the Lagan and the Bann.
However, the Environment Agency has rejected claims that it is not doing enough to stop pollution.
The figures were released after a query from SDLP assembly member Thomas Burns.
Mark Livingstone from the Environment Agency said the figures obtained by Mr Burns did not give the full picture.
"Based on the 2007 data about 70% of the rivers throughout Northern Ireland are good or better, that's A or B class," he said.
"Now the person that asked for that information unfortunately only asked for C class and below - so yes you've got the risk of failures and poor health, but we've got plans to fix these problems and we'll fix them as quickly as we can."

At a sample point at the Con O'Neill Bridge in east Belfast, the Connswater River was graded E on the biological test.
The River Lagan failed tests at numerous sample points.
More than 60 rivers also failed to meet the quality criteria outlined under the EU Freshwater Fish Directive with regard to supporting fish life.
They included the Upper and Lower Bann at numerous points, the Erne River in Enniskillen and the Silent Valley Reservoir.

厚生労働省は26日、2007年度の派遣労働者数が384万人と前年度と比べ19.6％増え、過去最高となったと発表した。ただ、世界的な景気後退の影響で「今年度は減少する」（厚労省）と見込んでいる。
特に製造業で働く派遣労働者が増えている。工場勤務など製造業務に携わった労働者数は前年度の2倍に増え、約46万人だった。製造業に労働者を派遣した事業所数も1万315事業所と前年度比約2倍に増えた。
派遣事業全体の売上高は6兆4645億円と前年度比19.3％増え、過去最高だった。雇用調整のしやすい派遣労働者を活用する企業の増加が背景にある。(20:02)

派遣労働者：０７年度は最多の３８４万人 賃金は１０％減
厚生労働省が２６日公表した０７年度労働者派遣事業報告で、派遣労働者として働いた人が過去最多の約３８４万人（前年度比１９．６％増）に上ったことが分かった。派遣事業の売り上げは１９．３％増の６兆４６４５億円と伸びた一方、０４年から集計している派遣労働者の賃金は１０％近い減少で過去最低となった。労働者派遣法の改正案ではマージンの上限規制は盛り込まれなかったが、マージン規制論議も再燃しそうだ。【東海林智】
労働者派遣を行った事業所の報告書をもとに集計。事業所数は事務や軽作業などの「一般派遣」が２万９５カ所、通訳など専門職常用派遣の「特定派遣」が３万１４カ所の計５万１０９カ所で、前年度比１９．４％増だった。派遣を受ける派遣先は約１２７万件（４７．６％増）で、特に一般派遣は１１９万２２５２件（５１％増）となった。
労働者は▽長、短期の契約を継続する派遣労働者７４万１６４４人（１４．９％増）▽日雇い派遣を含む期間が短い登録者２７９万５９９９人（１９．３％増）▽特定派遣の労働者３０万３１９２人（３７．４％増）－－だった。
一般派遣で派遣先が派遣元に払う料金（８時間換算）は平均１万４０３２円で、前年度比９．９％減だった。件数が増加したため派遣会社の売り上げは増加したが、派遣労働者が受け取る賃金は一般派遣が９．８％減の９５３４円と１万円を割り込み、特定派遣も７．９％減の１万３０４４円となった。料金低下分が賃金にそのまま反映した形だ。
派遣期間は新旧二つの様式に分かれた報告だったが、日雇い派遣を区別しない旧様式で報告した事業所では、３カ月未満の短い派遣契約が９３．６％（前年度８１．８％）を占め、不安定な短期契約が拡大していた。また、新様式で報告した事業所（４８％）では、日雇い派遣労働者（３０日以内の短い契約）は４万３２２２人と初めて数字が出た。
派遣労働を巡っては、日雇い派遣を中心に、大手派遣会社による違法派遣や二重派遣が問題になり、日雇い派遣最大手だったグッドウィルが廃業するなどの事態を招いた。厚労省は、日雇い派遣の原則禁止などを盛り込んだ派遣法改正案を提案しているが、マージン規制がなく、派遣先の責任も問えないことなどから見直しを求める声が出ている。

正規労働者、半年で8.5万人失業 厚労省調査
厚生労働省によると、景気後退による企業のリストラによって、今年10月から来年3月までの間に失業したり、失業することが決まったりしている非正規労働者は8万5012人に達した。11月末の第一回調査時から2.8倍に急拡大。非正規労働者を雇い止めしたり、解雇したりする事業所の数は全国で1415 件となり、3.0倍に膨らんだ。
内訳を見ると、派遣労働者が5万7300人で67.4％を占める。期間労働者を含む契約労働者が1万5737人（18.5％）、請負労働者が7938人（9.3％）で続いた。その96％が製造業に属し、12月だけで3万人超が職を失っている。(11:35)

大分キヤノンの求人に不適切記載 厚労省「ハローワークに問題」
キヤノン子会社「大分キヤノン」（大分県国東市）が今月、公共職業安定所（ハローワーク）で公開した期間社員の求人票に、労働組合に入らないことが雇用条件と、求職者が誤解する恐れのある記載があったことが25日、分かった。記載は同社とハローワークが協議して決めたもので、厚生労働省が「不適切」として大分労働局に指導し、削除させた。
同省職業安定局は「詳しい経緯は調査中だが、ハローワークは本来こうした記載がないよう指導する立場にあり、対応に問題があった」と話している。労働局に対するこうした指導は異例で、雇用を巡る不安が広がる中、ハローワークや企業の配慮を欠いた対応に批判の声が上がりそうだ。(07:02)

生活危機：０８世界不況 いすゞ仮処分申請 期間従業員３人、賃金満額求める
いすゞ自動車藤沢工場（神奈川県藤沢市）の期間従業員３人が解雇予告の効力停止などを求めた仮処分申請の第１回審尋が２５日、横浜地裁（朝倉亮子裁判官）であった。同社は２４日、期間従業員に限り当初２６日予定だった解雇を撤回しており、審尋は賃金仮払いが主な争点になる見込み。
会見した代理人の鷲見賢一郎弁護士によると会社側は審尋で「２６日に解雇の効力は発生しない」と認めた。一方、撤回に際し会社側は「雇用継続を望む場合、支給額は平均賃金の６０％」などと通知しており、３人は審尋で満額の仮支払いを求める。
鷲見弁護士は「賃金カットは許されないし（契約満了の０９年）４月以降も更新してほしい」と述べた。申立人の三浦慶範さん（２７）は「（会社案は）解雇撤回とは感じられない。納得できず今後も戦っていく」と話した。

政府は金融危機への対応として世界的な海外進出する日本企業の資金繰り支援を強化する。経済産業省は26日、邦銀が日系の海外子会社に貸し付ける運転資金に貿易保険をかけられるようにすると発表した。財務省も日本政策金融公庫の国際部門である国際協力銀行を通じ海外進出企業の資金繰り支援を拡大する。
経産省は従来の設備資金に加え、貿易保険の適用範囲を拡大する。対象は1年以上の運転資金としての貸付で、来年1月から2010年度末までの措置。邦銀が海外子会社から資金を回収できなくなった場合は代金の90％を補てんする。保険を利用すると邦銀は自己資本比率の低下も防げるため融資の促進が期待できる。
財務省は国際協力銀行が従来の支援対象である途上国だけでなく、先進国に進出している日本企業に対しても低利融資を提供できるように26日付で政令改正した。国際協力銀は今後、財務相の告示を受けたうえで融資業務を開始する方針だ。(20:01)

11月のリース取扱高22.5％減、与信厳格化で過去最大の落ち込み
企業によるリースの利用が大きく落ち込んでいる。リース事業協会が26日発表した11月のリース取扱高は前年同月比22.5％減の3968億円となった。減少は18カ月連続で、現行基準で集計を始めた1976年以降で最大の落ち込みとなった。リース会社が業績の悪化した企業に対して与信を厳格化していることが響いた。
取扱高の3割を占める情報通信機器が22.4％減少したほか、事務用機器（31％減）、産業機械（29.4％減）、商業及びサービス業用機器（22.9％減）などの落ち込みが目立った。2009年3月期にリース会計基準の変更も控えており今後の展望も不透明。年間の取扱高も過去最大の落ち込みとなる公算が大きい。(20:01)

金融庁、新銀行東京に業務改善命令 法令順守体制など不十分
金融庁は26日、経営難に陥っている新銀行東京（東京・新宿）に業務改善命令を出した。今年5月から7月にかけて実施した検査結果を受けて、法令順守や融資先の実態把握のための体制が不十分と判断した。金融庁は同行に、内部管理体制の確立などを盛り込んだ業務改善計画を提出するように求め、2009年3 月期から四半期ごとに進ちょく状況を監視する。
新銀行東京では、融資を不正に引き出した元行員が詐欺罪で起訴されるなどの不祥事が発生している。金融庁は法令順守体制を検証する際に、特定の不祥事だけでなく類似した不祥事を起こさないための体制の有無にも着目しているが、同行では十分な取り組みが実施されていなかった。内部監査も事務上のミス防止だけに力を割き、不祥事を防ぐための機能が働いていなかった。(19:37)

社保庁「ヤミ専従」問題で現職・ＯＢ計40人を刑事告発 厚労相
舛添要一厚生労働相は26日、社会保険庁職員の「ヤミ専従」問題を巡り、計40人の現役・ＯＢ職員を背任容疑で東京地検に刑事告発した。休職の許可を得ずに組合活動に従事し、不正に給与を受け取るヤミ専従は国に損害を与えただけでなく、公的年金制度への国民の信頼を著しく損ねたと判断。異例の厳しい対応に踏み切った。
刑事告発の対象の40人のうちヤミ専従の当事者は16人で、すべて現役職員。残る24人は当時の上司らで、このうち10人はすでに退職している。全員が東京、大阪、京都の社会保険事務局管内で勤務していた。
ヤミ専従問題を巡っては、厚労相直属の調査委員会が11月初めに報告書を公表。厚労相が刑事告発を検討する方針を表明していた。ただ時効となって刑事告発の対象から外れた職員らの分を含め、不正に受け取ったとされる給与計8億3000万円についてはすでに大部分が労働組合から社保庁に返還されており、不起訴となる可能性もある。(19:37)

みずほイン証、希望退職を募集 従業員の1割、200人メド
みずほインベスターズ証券は26日、200人程度の希望退職者を募集すると発表した。みずほインベの従業員数は2445人で、約1割を減らす。株安で収益環境が悪化し、業績の低迷が続いているため、人件費を減らす。システム投資を中止するほか、役員報酬の削減も実施する。
希望退職の対象となるのは、40歳以上の正社員。12月29日から来年1月16日まで募集する。人員削減と同時に、低採算店舗を統廃合する。本社部門の人員を減らして、営業部門にシフトすることで営業力の低下は補いたい考えだ。
現在進めているシステム投資を中止する。これに伴い、92億円の除却損を2008年4―12月期に計上する。人件費削減などの合理化で約2割のコスト削減を目指すが、同期の決算は大幅な赤字になる公算が大きい。(19:37)

公立病院向け支援700億円増額 総務相
鳩山邦夫総務相は26日、地域医療の機能強化に関する関係閣僚会議に、公立病院向けの地方交付税を700億円増やす措置を盛り込んだ「公立病院に関する財政措置の改正要綱」を提出した。過疎地の公立病院を抱える自治体向けに交付税をおよそ80億円増やすほか、産科、小児科、救急医療への財政支援を手厚くするのが柱。医師不足や設備の老朽化が深刻な公立病院を支援し、地域医療の充実を狙う。
麻生太郎首相の指示による地方交付税1兆円の増額を原資に、2008年度に2900億円だった公立病院向け財政支援を3600億円程度に増やす。09年度の地方財政対策から実施する。
過疎地にあって採算の悪い病院でも、今まではベッド数が100床未満の小規模病院でないと財政支援が受けられなかった。今後は対象を150床未満の規模まで緩和する。財政支援額も従来に比べ2―8割増やす。(19:09)

日本郵政、「かんぽの宿」をオリックスに一括譲渡
日本郵政グループは25日、全国に展開する宿泊・保養施設「かんぽの宿」70施設を運営事業部門ごとオリックスに一括譲渡することを決めた。譲渡価格は数百億円規模で全従業員の雇用を確保する。同施設は郵政民営化から５年以内の譲渡・廃止が法律で義務付けられており、譲渡先を探していた。26日に正式発表する。
かんぽの宿の運営には正社員600人を含む約3000人の従業員が携わっている。従業員の社宅９カ所も事業と合わせてオリックスに譲渡する。譲渡はすべて来年４月１日付になる。

日本企業100社、中国向けネット通販 決済を銀聯と連携
日本の大手小売業やメーカー約100社が2009年１月から、中国で日本製品などのインターネット販売を始める。中国の決済ネットワーク「銀聯」のシステムを活用し、ネット上に仮想商店街を立ち上げて家電製品や化粧品、衣料品など約２万品目を販売する。国内消費の低迷に直面する日本企業にとって、中国の消費者に商品を直接販売する機会が開ける。
仮想商店街「バイジェイドットコム」は中国の決済ネットワーク運営会社の中国銀聯（上海市）と、三井住友カードなどが共同で設立する。家電量販店のヨドバシカメラやドラッグストアのマツモトキヨシ、通販大手のセシール、子供服大手のナルミヤ・インターナショナルなど数十社が出店を検討中で、最終的な参加企業は100社程度になる見込み。初年度で40億円の売り上げを目指す。(07:02)

世界の金融機関、時価総額で中国勢４社が上位に
世界の金融機関の株式時価総額ランキングが大きく変動している。首位の中国工商銀行など中国勢が上位10位中４社を占める一方、米政府の支援を受けたシティグループの時価総額は５分の１に減少。順位は８位から19位に後退した。日本勢では三菱ＵＦＪフィナンシャル・グループが９位に食い込んだが、時価総額は１年でほぼ半減した。

レンゴー、京都の工場跡地売却 09年３月期に特別益10億円
レンゴーは26日、京都市南区にある桂工場の跡地約1万1000平方メートルを14億円で売却すると発表した。売却に伴い、2009年3月期に特別利益約10億円を計上するとしている。
桂工場は印刷紙器を製造していたが、4月に段ボールを生産する京都工場（京都府長岡京市）に生産設備などを移設して閉鎖した。土地の引き渡しは09年3月末までに完了する予定だが、売却先は公表していない。(20:52)

高島屋の今期、一転40％減益に 株安で売上高が20年ぶり低水準
高島屋は26日、2009年2月期の連結純利益が113億円と前期に比べ40％減る見通しだと発表した。従来は199億円（6％増）を見込んでいたが一転、減益となる。業績予想の下方修正は9月に次いで2度目。金融混乱をきっかけにした株安や所得環境の悪化などで消費者心理が急速に冷え込んでいる。高額品や衣料品の販売が一段と落ち込み、売上高は20年ぶりの低水準にとどまる。
売上高にあたる営業収益は6％減の9778億円。従来予想を479億円下回る。売上高が1兆円を下回るのは1989年2月期以来。(20:41)

不動産ファンドのパシフィック、中国10社から470億円調達
経営再建中の不動産ファンド大手、パシフィックホールディングスは26日、中国の不動産会社10社から約470億円を資本調達すると正式発表した。不動産不況で同社は財務基盤の強化が急務になっており、中国企業に支援をあおぐ。パシフィックへの支援を契機に、中国資本が国内不動産市場に初めて本格参入することになる。
出資する中国企業は香港市場に上場する緑城中国控股公司のほか、寧波華瑞房地産開発公司、銀億集団など非上場9社。パシフィックが来年2月に発行する優先株470億円をいったん国内の受け皿会社が引き受け、その会社に10社が出資する。優先株が普通株に転換されるとパシフィックの議決権の9割超を取得する。
緑城は大手不動産会社で、昨年の売上高は約740億円。華瑞は紡績を柱とした大手企業集団で、不動産部門の売上高は約380億円。(20:27)

横浜ゴム、ロシアにタイヤ工場 110億円投資、11年稼働
横浜ゴムは26日、約110億円を投じてロシアにタイヤ工場を建設すると発表した。年産能力は140万本で2011年に稼働させる。主に乗用車用タイヤを生産し、現地のタイヤ店、カー用品店などで販売する。自動車の販売不振で足元のタイヤ需要は落ちているが、中長期的にはロシア市場は拡大するとみて工場建設を正式に決めた。
日本のタイヤメーカーのロシア進出は初めて。横浜ゴムとして海外タイヤ工場は8番目となる。新工場はモスクワ南方450キロメートルに位置し、税制優遇を受けることができる特別経済区に建設する。敷地は約20ヘクタールで、従業員は550人。
横浜ゴムは05年4月にモスクワに販売会社を設立しており、09年3月期には日本やフィリピンなどから供給した製品を年間200万本販売する計画だ。(20:01)

東北の30信金、20信金が最終減益・赤字 ９月中間
米国発の金融不安の影響を受け、東北の信用金庫の収益が悪化している。日本経済新聞社が東北6県に本店を置く全30信金の2008年9月中間業績を調べたところ、20信金が最終減益もしくは赤字となった。長引く地域経済の不振で貸し出しが伸びないほか、取引先の経営悪化で与信費用が増加したためだ。下期は世界的な景気後退で貸出金の減少と不良債権の増加が進み、経営を一段と圧迫しそうだ。
調査は東北の30信金に11月中旬からアンケートを実施、独自に集計した。
収益の源泉となる貸出金は17信金で減少した。「主に建設業が悪化」（秋田ふれあい信金）し、地域経済の低迷で法人向け貸し出しが振るわない。人口が減少傾向にあるため、個人の住宅ローンも伸び悩んだ。貸出金が増加した信金は、自治体向けや、9月に2200億円を調達した上部組織の信金中央金庫向けの劣後ローンで法人の減少分を補った。

ソマリア沖海賊対策、海自派遣へ具体化指示 首相、防衛相に
麻生太郎首相は26日午前、アフリカ・ソマリア沖で頻発する海賊被害を防ぐための海上自衛隊の護衛艦派遣に向け、現行の自衛隊法に基づく海上警備行動の発令も含めた具体策の検討を急ぐよう浜田靖一防衛相に指示した。現行法で対応できない外国船の警護や海賊の取り締まりなどを可能にする新法制定でも与党との調整を急ぐ。
首相は閣議後の閣僚懇談会などで「自衛隊が海賊対策に早急に対応すべく検討作業をさらに加速するように」と指示。その後、防衛相は記者会見で海上警備行動の発令について「あくまで検討のひとつ。それに限定したものではない」と語るとともに、外国船を守れない点や武器使用に制約が多い点などに言及した。
自民、公明両党は同日、海賊対策のプロジェクトチームの設置を決めた。年明けに具体策の検討を始める見通し。海上警備行動の発令が決まれば、インド洋の給油活動に参加しているのとは別の護衛艦1―2隻と補給艦1隻を派遣するなどの運用が想定される。(13:06)

「朝食抜き」「家庭楽しくない」 初体験が早い傾向
中学生のころ朝食を抜いていた男女は、性体験が早い傾向があることが、厚生労働科学研究班（分担研究者・北村邦夫日本家族計画協会クリニック所長）の全国調査で26日までに分かった。「家庭が楽しくなかった」「母親が嫌い」などの答えも、性体験の早さと関連していた。
北村さんは「若い世代の望まない妊娠を減らすには性体験を遅らすことが大切だが、それには家庭の役割が大きいと示唆する結果だ」と話している。調査は今年9月、16―49歳の男女約1500人に調査票を手渡し記入してもらった。初めて性交渉を持った年齢（平均19.0歳）と、中学生時代の生活の関連を調べた。
その結果「家庭が楽しくなかった」と答えた人は楽しかった人に比べ、性体験が早い傾向にあった。特に「母親を嫌い。うっとうしい」と思っていた人は平均16.0歳で始めていた。父親が嫌いだった場合は18.6歳と、全体平均との差は小さかった。〔共同〕(13:01)

教員の病気休職、8000人 07年度は過去最多
文部科学省は25日、2007年度の教員の処分に関する調査結果をまとめた。病気による分限処分（休職）者は前年度より414人増の8069人、このうち精神疾患による休職は320人増の4995人で、いずれも過去最悪を更新した。一方、わいせつ行為で懲戒処分を受けた教員（監督責任での処分除く）は 139人で31人減った。
調査は約91万6000人の公立小中高校の教員について、都道府県と政令市の教育委員会を通じて実施。(07:02)

高気圧カプセル：「自粛で損害」 ドーピング機構提訴へ－－米の業者
スポーツ選手が疲労回復などに利用する高気圧カプセルを製造販売する米国の業者「オキシーヘルス」が、日本アンチ・ドーピング機構（ＪＡＤＡ）が使用自粛の見解を発表した６月以降、販売が激減したとして、ＪＡＤＡを相手取り、早ければ来年１月上旬にも損害賠償を求めて提訴することが２６日、明らかになった。同社の日本法人によると、前年比での逸失利益は１０億円程度にのぼり、既に弁護士を交え訴訟手続きを進めているという。
ＪＡＤＡは今年６月、カプセルが人為的に酸素供給や運搬を高めるドーピングに当たる可能性があるとして「現時点では使用を控えるべきだ」との見解を発表。北京五輪の日本選手団や、日本高校野球連盟の加盟校が使用を自粛していた。
しかし、業界団体の「日本国際健康気圧協会」（本部・東京）が世界反ドーピング機関（ＷＡＤＡ）に見解を求めたところ、「競技力を高めている証拠はなく、高気圧カプセルは禁止しないものとする」との回答が１１月に届いた。その後、同協会はＪＡＤＡに見解の修正を求めたが、ＪＡＤＡは「ＷＡＤＡが正式決定したわけではない」などとして修正はしていない。
高気圧カプセルは、０２年のサッカー・ワールドカップ（Ｗ杯）日韓大会で、イングランド代表だったデービッド・ベッカム選手が使ったことから「ベッカムカプセル」とも呼ばれる。日本では早稲田大学野球部の斎藤佑樹投手が東京・早稲田実時代、０６年の全国高校野球選手権（夏の甲子園）に出場した際に使用して、有名になった。

国際協力銀：最終利益５８％減 ６年ぶり低水準 ９月中間
国際協力銀行（日本政策金融公庫の国際部門）が２６日発表した０８年９月中間決算は最終（当期）利益が前年同期比５８．４％減の６６１億円だった。０２年９月期以来、６年ぶりの低水準。
世界経済の悪化に伴い、途上国向けなどの融資で不良債権の処理費用を５７６億円計上したことが響いた。本業のもうけを示す業務純益は８．９％減の１０４０億円だった。
国際協力銀は１０月、国際金融業務を日本政策金融公庫、円借款などの海外経済協力業務を国際協力機構に再編統合しており、９月中間決算は特殊法人として最後の業績となった。

まみ成分：だしの「相乗効果」を解明 昆布＋かつお＝うまい－－米の研究グループ
◇舌の受容体が作用
昆布だしに含まれるうまみ成分のグルタミン酸とかつおだしに含まれるイノシン酸を合わせると、うまみが増す「相乗効果」が起きる仕組みを、米国の研究グループが分子レベルで解明した。「米科学アカデミー紀要」に掲載された。
人の舌の細胞表面には、味を感じる「味覚受容体」と呼ばれるたんぱく質があり、これまで、うまみ、苦み、甘みを感じる受容体が見つかっている。
研究グループは、グルタミン酸とイノシン酸が「Ｔ１Ｒ１」という受容体に作用すると推測。この受容体は二枚貝のような葉を閉じて虫を捕らえる食虫植物の「ハエトリグサ」に形が似ており、受容体のどの部分に結合するかを、人やラットで調べた。グルタミン酸は「ハエトリグサ」が開く際のちょうつがいの部分に、イノシン酸は先端の開閉部にそれぞれ結合することを突き止めた。イノシン酸が結合すると、閉じた構造になり、グルタミン酸が安定して中にとどまるため、うまみを増強させると結論づけた。
味覚を研究している三浦裕仁・鹿児島大准教授は「受容体に働くうまみ増強物質を探せば、おいしさを増す調味料が開発できるだろう。また、甘みや塩味をより強く感じさせる物質を見つければ、食事の塩分や糖分を減らすことも可能だ」と話している。
味覚には「甘み」「苦み」「酸味」「塩味」「うまみ」の五つの基本味がある。うまみ成分のグルタミン酸、イノシン酸、しいたけのグアニル酸はいずれも日本人が発見したため、うまみという言葉は「ｕｍａｍｉ」として国際的に使われている。

旧国鉄石綿訴訟：和解 開かれた救済の道 原告「できることやっていく」
◇「目標達成」と笑顔 亡き父や夫の思い出に涙
「目標が達成できて満足しています」。横浜地裁で２５日成立した旧国鉄アスベスト（石綿）訴訟の和解。全面勝訴に等しいだけに、原告らは会見で笑顔を交わした。痛みに耐え亡くなった元国鉄職員の父や夫に話が及ぶと涙を見せつつも、被害者掘り起こしなど新たな課題への決意を語った。
原告と弁護団は和解後、横浜弁護士会館で会見。元電機作業員の父加藤進さん（０４年に６１歳で死亡）の遺影を前に、長女で原告の大前麻衣さん（３４）は「（被害者の）掘り起こしで不十分な部分がたくさんある。裁判は終わったができることをやっていきたい」と話した。
加藤さんは粉じん対策のない旧国鉄大船工場（神奈川県鎌倉市）の職場で、車両に使われていた石綿にさらされ続けた。亡くなる１カ月前、結婚式で大前さんの晴れ姿を見て「孫の顔を見るまで絶対に死なない」と漏らしたが、かなわなかった。末期の激痛に苦しみながらも旧国鉄への恨みは口にしなかった。ただ一度、働けない体になったことを「情けない」とつぶやいた。
そんな父の「労災」を認めさせようと、大前さんは鉄道建設・運輸施設整備支援機構に業務災害補償を申請。だが、遺族には難題とも言える当時の同僚の証言を求められた。０７年１月「被害に気付いていない人に危険性を伝え、業務災害認定で速やかに救済を受けられるように」と提訴に踏み切った。
もう一人の原告だった小林忠美さん（今年６３歳で死亡）は旧国鉄とＪＲ貨物で３７年間、操車係を務めた。連結作業で車両が急停止する度、ブレーキ部品から飛散する石綿を吸わされた。遺影を手に妻綾子さん（６１）は「救済への道が開かれ安心した」と涙ながらに話した。【杉埜水脈】
◇国交省は歓迎
鉄道・運輸機構を監督する国土交通省鉄道局参事官室（ＪＲ担当）は、旧国鉄時代のアスベスト被害が表面化した０５年以降、被害者救済を指導してきたといい、今回の和解について「喜ばしいこと」と歓迎している。【窪田弘由記】

大相撲：ドーピング検査の試験実施、来年に持ち越し
日本相撲協会のアンチ・ドーピング委員会の伊勢ノ海委員長（元関脇・藤ノ川）は２６日、年内に予定していたドーピング検査の試験実施を行わない意向を示した。「手続き上、問題が発生し、来年に回そうということになった」と述べた。協会は今年７月、ドーピング検査の年内試験実施を決めていた。

日本相撲協会：力士、親方、行司、呼び出しら全員で研修会
日本相撲協会は仕事納めの２６日、不祥事続きの１年を反省するため、力士、親方、行司、呼び出しら全協会員９４０人を東京・両国国技館に集め、１０年ぶりに研修会を開催した。
時津風部屋力士暴行死事件による兄弟子逮捕や、大麻騒動による若ノ鵬、露鵬、白露山の解雇、北の湖前理事長の辞任などが世間を騒がせた。この日は力士には和服、協会員にはネクタイ着用が義務付けられ、武蔵川理事長が「協会は現在、危機感を感じる状況だ。不祥事は指導者に大きな責任があり、反省すべきだ。外部の声に耳を傾け、全員で頑張らないといけない」と綱紀粛正を打ち出した。
研修会は土俵の周りに親方と両横綱ら関取、升席に幕下以下の力士が座り、約２時間に及んだ。正面に３００インチの大型モニターが設置され、ビデオを使って立ち合いの乱れを戒めたり、ドーピングの弊害、性感染症の怖さなどを紹介。「信号を守りましょう」「道案内は丁寧に」など基本的な生活指導も行われた。
また、９月に協会の監事に就任した吉野準・元警視総監が「力士は強く、やさしく、美しくあってほしい」と訴えた。
朝青龍は「元警察の吉野さんはかっこいい。縦社会に必要だね。いい勉強になった」、白鵬は「これですっきりした気持ちで０９年に入れる」と話した。

大相撲大麻問題：元露鵬ら側、現段階では退職金請求せず
大麻問題で日本相撲協会から解雇された元露鵬（２８）、元白露山（２６）兄弟の代理人は２５日、退職金に当たる力士養老金について「いま請求するつもりはない。（協会に）戻ることを考えているので」と述べ、現段階では請求しない意向を明らかにした。
養老金は元露鵬に約８２０万円、元白露山に約６４０万円。２人は力士としての地位確認を求めて係争中。解雇の場合、協会側に請求を拒否できる規定がないため、協会の武蔵川理事長は支給規定を見直す考えを示している。

日本相撲協会は、両国国技館で力士、親方、行司ら全協会員９４０人を集め、研修会を開いた。
相撲界では力士暴行死事件など昨年から不祥事が相次いだ上、力士の生活態度の乱れも多く指摘されたことを受けたもの。全協会員対象の研修会は９８年以来、１０年ぶり。
武蔵川理事長は冒頭、「あってはならない不祥事が起き、危機感を感じている。一人一人の自覚が大事」と強調。土俵上の所作や立ち合いの研修では、親方がまわし姿で実演するなど本格的な内容となった。
ユニークだったのは生活指導に関する講義。「外出時はジャージーでなく、着物を着ること」といった力士の身だしなみだけでなく、「道路のななめ横断はいけない」といった社会常識も多く含まれた。性教育やドーピングに関する講義なども行われた。
約２時間の研修を終えた力士たちは、「いい勉強になった。力士たちが自分のことを磨かないといけない」と朝青龍。理事長は「こういう研修を毎年やるようでは困る。これからは土俵上でいい話題を提供できるよう頑張っていきたい」と、出直しとなる来年初場所（１月１１日初日）へ向けて決意を新たにした。

尿検査の正当性を説明 力士会で相撲協会
大相撲の十両以上で構成される力士会が２５日、東京・両国国技館で行われ、２人のロシア出身力士が大麻に陽性反応を示した９月の簡易尿検査について、日本相撲協会側が検査の正当性をあらためて説明した。
力士会が尿検査の実施方法の疑問点や、今後の改善を要望する文書を協会理事に提出するなど、関取衆に不安の声がくすぶっていたことへの措置。席上、協会関係者が「検査について不満があれば（検査を実施した再発防止検討委員長の）伊勢ノ海親方まで言うように」との通達も出した。

三浦元社長死亡で公訴棄却決定 神奈川の万引き事件

米国ロサンゼルス市で起きた銃撃事件で米国の捜査当局に逮捕された後に死亡した三浦和義・元社長＝日本では無罪確定＝について、横浜地裁小田原支部は１５日、被告の死亡により、昨年４月に窃盗罪で起訴された事件の公訴棄却を決定したと発表した。
小田原簡裁は神奈川県平塚市内のコンビニエンスストアで万引きしたとして、昨年４月に三浦元社長に罰金３０万円の略式命令を出した。元社長は罰金を納付したが、命令を不服とし正式裁判を申し立てて、公判では万引きを否認していた。

露鵬＆白露山の訴訟は２月開廷
大麻問題で日本相撲協会を解雇された元露鵬（２８）と元白露山（２６）のロシア兄弟が、尿検査に不備があったとして検査を担当した協会の再発防止検討委員会の４人に計１億円の慰謝料を求めた訴訟の進行協議が２５日、東京地裁で行われ、０９年２月６日に第１回弁論が始まることが決まった。代理人の塩谷安男弁護士は「尋問請求もしたい」と、兄弟に法廷で証言させたい意向だ。

「藤田憲子さんの話を書いているだけ」？
北の湖前理事長（元横綱）と日本相撲協会が八百長報道で週刊現代と発行元の講談社を訴えていた裁判が２５日結審し、３月１５日に判決が出ることになった。協会の吉川精一弁護士は「前理事長と貴ノ花関（元大関）の八百長報道については（元夫人の）藤田憲子さんの話を聞いて書いているだけ。具体的な証拠は一切なく信ぴょう性は低い」と勝訴に自信をのぞかせた。また、大麻問題で解雇されたロシア出身の元露鵬と元白露山が合わせて１億円の損害賠償を求めた裁判の口頭弁論が２月６日に行われることも決まった。元力士の塩谷安男弁護士は「一部で格闘技団体から２人にオファーがあったように報じられているが、一切そういう話はないし、行く気もない」と説明していた。

「追い出し屋」、実態調査へ 家賃滞納者に強引対応も

賃貸住宅で家賃を滞納した借り主が、家賃保証会社などから強引な手段で退去を迫られる「追い出し屋」被害が各地で相次いでいるのを受け、政府は実態把握に乗り出す方針を決めた。政府が２６日に閣議決定した、民主党の藤末健三参院議員の質問主意書に対する答弁書のなかで明らかにした。
家賃保証業務は監督官庁がなく、宅地建物取引業法や借地借家法の対象外となっており、答弁書では、実態調査を進め、「家賃保証業務の適正な実施に必要な方策を検討する」とした。国土交通省は年明けから、家賃保証会社の契約書などを調べ、問題点の有無を確認する作業を始めるという。家賃保証会社は現在、全国に約１００業者あるとされるが、政府は正確な業者数を把握していないとし、現在調査中という。
非正規労働者らの雇い止めや解雇が続き、家賃を滞納する借り主の増加で被害の広がりが懸念されている。このため、政府は今後、離職者らの居住を確保するための施策を進めたいとしている。

農水官房長、汚染米問題で引責辞任

石破農林水産相は２６日、岡島正明官房長（５４）が辞任し、後任に佐藤正典・消費・安全局長（５５）が就く人事を発表した。来年１月５日付。
岡島氏は、汚染米を工業用のりの原料として売ると決めた時の総合食料局長。食糧政策の最高責任者の立場にあり、責任を取る形となった。岡島氏は将来の次官候補とみられていた。石破農水相は２６日の閣議後会見で「大きな節目の時期に、本人から辞任の申し出があった。行政責任とは関係ない」と語った。
汚染米問題をめぐっては９月に当時の太田誠一・農水相と白須敏朗・農水事務次官が辞任している。

日・ベトナムＥＰＡに署名 貿易額９２％の関税撤廃

中曽根外相と来日中のベトナムのブー・フイ・ホアン商工相は２５日、貿易額の９２％に及ぶ品目の関税を１０年以内に撤廃することを盛り込んだ経済連携協定（ＥＰＡ）に署名した。日本のＥＰＡ署名は１０例目で、国会承認を得て来年中の発効を目指している。
ＥＰＡには、日本側が強く求めていた自動車部品、鉄鋼、電気製品などの関税撤廃が盛り込まれた。一方、ベトナム側の関心が強かったエビや蜂蜜など農林水産品の関税の撤廃や軽減を明記。ベトナム人の看護師や介護福祉士の受け入れについては、ＥＰＡ発効後、継続協議することとなった。

エリザベス女王、金融危機に「憂うつ」 テレビ演説で

【ロンドン＝土佐茂生】英国のエリザベス女王は２５日、クリスマス恒例のテレビ演説で世界的な金融危機を取り上げ、「今年は多くの人にとって憂うつな時となっている」と述べた。女王自身も大きく損したとされ、ほろ苦いクリスマスとなった。
英ＢＢＣ放送が伝えた。女王は冒頭、金融危機とインド・ムンバイで起きたテロに触れて「遠くで起きた経済危機や暴力行為も、影響は我が国で起きたかのように鋭く及んでくる」と述べた。苦しい時期を乗り越えるヒントとして「我々が共有するべき力の源や心の平和は、家族や友人の中にあると信じている」と訴えた。
報道では、女王は資産のうち１億ポンド（約１３４億円）を英国企業に投資していたが、金融危機の影響でその資産価値がわずか数週間で４割近く下落したという。

イラン学生「靴投げデモ」 ３００人、旧米大使館前で

【テヘラン＝吉武祐】ブッシュ米大統領に靴を投げつけたイラク人記者への共感を示そうと、隣国イランの学生グループが２４日、テヘラン市内で「靴投げデモ」をした。記者会見場を模した机の後ろにブッシュ氏に見立てた仲間を立たせ、「アメリカに死を」などのかけ声と共に靴を投げつけた。
両国間に国交はなく、市中心部の旧米国大使館前で行われたデモには約３００人の学生らが参加した。
イランの文化イスラム指導省は「記者の行為は、何百万人もの抑圧されたイラク人のためで、世界中の人々から称賛されている」との声明を発表。拘束中の同記者の釈放を呼びかけている。
ただ、朝日新聞のイラク人助手の取材に応じた「靴投げ」記者ムンタゼル氏の兄によると、記者本人はかつて米軍に一時的に拘束された際、米側に「アメリカも嫌いだが、同じぐらいイランも嫌いだ」と伝えていたという。

粗鋼生産、３９年ぶり低水準 ０９年１～３月見通し（1/2ページ）

経済産業省は２５日、０９年１～３月の国内粗鋼生産量を前年同期比３１．６％減の２１１０万トンとする見通しを発表した。四半期でみると、減少率は、少なくとも第１次石油ショックがあった７３年以降で最大。１９６９年７～９月（２０９７万トン）以来、３９年半ぶりの低水準となる。工業生産の基盤になる鉄の市場の縮小は、世界的な不況の広がりを映している。
鉄鋼大手のＪＦＥスチールは同日、需要の急減を理由に、西日本製鉄所の倉敷地区（岡山県倉敷市）の高炉１基を休止すると発表。ＪＦＥが減産のために高炉を止めるのは、０３年４月に旧日本鋼管（ＮＫＫ）と旧川崎製鉄が合併して以来初めて。
経産省の見通しによると、より安価な普通鋼の需要が、来年１～３月に前年同期比２０．２％減の１８０７万トンになると想定。不振が続く建設向けが３．２％減となったのに加え、牽引（けんいん）役だった自動車向けも３９．７％減少することが響いた。輸出も３４．８％減少する。普通鋼よりも自動車向けの比率が高い特殊鋼は３７．７％も減ると見込む。
０８年度の国内粗鋼生産量は、前年度比９．８％減の１億９６６万トンと３年ぶりに減少する見通し。「列島改造ブーム」だった７３年度の記録を塗り替え、史上最高だった０７年度から一転した。０８、０９年度は、バブル崩壊後の９１、９２年度以来の２年連続前年度割れになる公算が大きい。
日本鉄鋼連盟会長の宗岡正二・新日本製鉄社長は２５日の記者会見で、「鉄鋼需要の３割前後を占める自動車の生産台数が減ると、影響は大きい。足下の状況は芳しくなく、大変心配している」と話した上で、先行き不透明感を理由に、例年年末に公表してきた翌年度の粗鋼生産の見通しを公表しなかった。
ＪＦＥは今年度上期比１５０万トンとしてきた下期の減産幅を４００万トンに拡大する。西日本製鉄所の倉敷地区にある３基の高炉のうち、大規模な改修が迫っていた第３高炉を来年１月中旬をめどに休止する。期間は未定。需要が回復すれば再稼働する。
鉄鋼大手の新日本製鉄や住友金属工業、神戸製鋼所もＪＦＥと同様に減産を進めている。最大手の新日鉄も、来年３月に改修を始める予定の大分製鉄所の第１高炉の前倒し休止を検討中。高炉の休止が広がる可能性がある。
一方、中国の急成長で拡大を続けてきた世界の鉄鋼生産も急速に冷え込んでいる。今年１１月の世界の粗鋼生産量は前年同月比１９％減と３カ月連続で前年割れとなった。今年１～１１月でも前年同期比０．９％増の伸びにとどまっており、０８年は、アジアの通貨危機の余波を受けた９８年以来１０年ぶりに前年を下回る勢いだ。

退職金分割、団塊世代の大量退職が負担に 大阪・守口市

「団塊の世代」の大量退職などに伴い、退職金の支払いが、地方自治体の財政を圧迫する構図は全国共通の課題になっている。総務省によると、「退職金用に基金を積み立てている自治体は少数派」といい、大阪府守口市のように分割支給に踏み切ったり、起債で乗り切ったりするケースも多い。
同省は、団塊の世代の退職に伴う財政圧迫の緩和措置として、職員の退職金を手当てする地方債「退職手当債」の発行を平成１８年度から認めた。１８年度は３３道府県、１２１市町村がそれぞれ発行したが、１９年度には４３道府県、１７８市町村が発行と急増している。
退手債の発行には、今後の人件費削減による財源確保が前提条件となる。早期退職だけでなく、定年退職に伴う発行も可能だが、交付税措置などの優遇措置はないため、単に将来に負担を回すだけとなる側面もある。
それでも各自治体が相次いで起債に踏み切っている背景について、同省自治財政局地方債課は「大量退職という特殊要因に加えて、不況に伴う税収面の落ち込みが激しく、背に腹は替えられないというのが原因では」と分析。守口市のような退職金の分割支給についても「職員の理解が得られたことによる措置だと思う。現在の自治体が置かれた厳しい現状を表していると言える」としている。

日教組の加入率２８・１％ 過去最低に

日教組の加入率が今年１０月時点で、前年より０・２ポイント下がり、過去最低の２８・１％だったことが２５日、文部科学省の調査で分かった。昭和５２年以降、減少を続けている。また、教職員団体全体でも０・９ポイント減の４４・１％で３３年連続低下で過去最低を更新した。
調査は、大学や高等専門学校を除く公立校の常勤教職員約１０１万５０００人を対象に実施。日教組加入者は前年比約５２００人減の約２８万４８００人だった。教職員団体に加入している教職員の総数は約４４万８０００人。
日教組以外では、全日本教職員組合（全教）が約６万４６００人（加入率６・４％）、全日本教職員連盟（全日教連）が約２万２０００人（同２・２％）だった。

WA approves GM canola trials

The West Australian Government has announced it will allow limited commercial trials of Genetically Modified (GM) canola to go ahead from next year.
The Minister for Agriculture and Food, Terry Redman, says while the locations of the trials are yet to be determined, about 20 farmers will be selected to plant crops of 1,000 hectares.
Mr Redman says the State's grain handler CBH will work closely with growers to segregate GM and non GM canola at transport and receival points.
Mr Redman says there will be stringent safeguards in place for the management of these trials.
"The trials will be managed in a closed-loop system which requires the product to be delivered to a specified receival point and processed by specified oil crushers," he said.
"This is the same management system that is being used successfully in New South Wales and Victoria, where Roundup Ready canola was grown for the first time this year."
The Minister has set up a committee to look at labelling and compliance issues of GM foods.

Anger over first large-scale GM canola trial

OPPONENTS of a commercial trial of genetically modified canola in WA say there is no guarantee the 1000 hectare operation can be contained.
The State Government announced yesterday that 20 farmers would be involved next year in WA's first large-scale trial of GM canola.
It will be carried out by global seed and pesticide giant Monsanto, the Department of Agriculture and Food in WA and private grain carrier Co-operative Bulk Handling (CBH).
Trial conditions will be monitored by the department and CBH would ensure that no contamination with non-GM seed types will occur, WA Agriculture Minister Terry Redman said.
He said the location of the trial or trials had not been determined.
"They'll be in the same zone, but a zone is pretty big in WA,'' Mr Redman said.
"For example, (the) Esperance zone would include the whole Esperance Ravensthorpe area, and ... the Great Southern delivery zone in to Albany and then the eastern Kwinana zone, there's some big zones that would have ... 20 or 30 shires in a zone.''
The government's decision builds on previous Labor and Liberal government policies to trial small-scale quarantined GM canola crops of up to 10 hectares.
Seed giant Monsanto said broader commercial trials would help crop production that is sustainable, has greater yields and better outcomes for farmers.
The Liberal government's move was supported by the WA Farmers Federation, the Pastoralists and Graziers Association of WA and pro-GM group Agrifood Awareness Australia.
It ran into opposition from Labor, the Greens and anti-GM groups, including the Network of Concerned Farmers.
The farming group has been part of an industry reference group finalising a report expected to be released by the end of the year.
The report is expected to outline concerns that the benefits of GM crops do not stack up against the high praise they receive overseas, ``both agronomically and economically''.
The network's Julie Newman said it is also expected to show that risk management does not exist, legal defence inadequate and that there there would be no protection for farmers and no choice for consumers.
"It's a blatant disregard for the process that was promised,'' Ms Newman said.
The WA Conservation Council said the decision would harm WA's "clean green reputation''.
WA Labor agriculture spokesman Mick Murray said the government was proceeding without proper protocols and processes in place.
Mr Redman said these will be worked out in due course.
"This decision by cabinet yesterday really allows us to take that next steps and engage fully with all the relevant groups to look at really getting it in place for the 2009 growing decision,'' he said.

【モスクワ＝緒方賢一】ロシア政府は２５日、カーナビゲーションなどに活用される位置測定システム「グローナス」の衛星３基をカザフスタンのバイコヌール宇宙基地から打ち上げた。
これによりロシアの測位衛星は２０基となり、地球上のほぼ全域をカバーする態勢が整った。グローナスは、米国の全地球測位システム（ＧＰＳ）独占状態に風穴を開けることを狙ったもので、「一極支配」に対抗するロシアの国家戦略とも密接に結びついている。
システムの開発担当者によると、今回の打ち上げにより測位に必要な信号を受信できる範囲はロシア全域を含め、地球全体の約９８％に広がる。２０１０年には予備を含め２４基の衛星を軌道に乗せシステムを完成させる。
ロシアは米国同様、国際社会にグローナスを無料開放するが、利用者をいかに増やすかが課題だ。ロシアでもカーナビはＧＰＳが一般的で、グローナス端末は軍用で１万５０００台、民生用で２万台しか普及していない。価格とサイズでＧＰＳに対抗できる端末の開発も遅れているからだ。
こうした中、ロシア政府はシステム普及の前面に立つ。今年８月には、航空機や船舶、列車に１０年以降、グローナスか、グローナスとＧＰＳを併用できる端末の装備を義務づける政令を出した。将来は、乗用車にも推奨する可能性がある。
また、今夏にはベネズエラやキューバを訪れたロシア政府の代表団がグローナスを売り込んだ。インド政府も関心を示している。
グローナスは冷戦期の１９８０年代、旧ソ連がミサイル誘導などの軍事目的で開発に着手し、ソ連崩壊後の９５年に軍民両用システムとして一度は完成した。ただ、衛星の寿命は３年間と短いのに、国内混乱で後継機を打ち上げられずシステムを維持できなかった。２００１年にプーチン大統領（当時）の命令で、システムの再構築が始まった。文字通り国策プロジェクトだ。
ロシアは、非常時に米国がＧＰＳの信号を停止する可能性や、一つのシステムに依存する危険性を指摘し、グローナスをＰＲする構え。ナビ市場でも米国との勢力争いを仕掛ける形だが、ＧＰＳの世界支配を崩すのは容易ではなさそうだ。
