Prince's apology for racist term

Prince Harry has apologised for using offensive language to describe a member of his army platoon.

The News of the World has published video in which the prince calls one of his Sandhurst colleagues a "Paki" in commentary he made over filming.

St James's Palace said he used the term three years ago as a nickname about a friend and without any malice.

The prince had to apologise in 2005 for wearing a swastika armband to a party, which offended many Jewish people.

The video shows Harry while still an officer cadet at Sandhurst military academy.

It was filmed in front of other cadets at an airport departure lounge as they waited for a flight to Cyprus to go on manoeuvres.

The newspaper said the prince had called the soldier "our little Paki friend".

'Extremely sorry'

In a separate incident, Prince Harry is heard calling another officer cadet a "raghead".

During a faked call to the Queen, as the Commander in Chief of the British Army, the prince says, "Granny I've got to go, send my love to the Corgis and Grandpa."

He finishes saying: "I've got to go, got to go, bye. God Save You ... yeah, that's great."

A statement from St James's Palace, with regards the term "Paki" said: "Prince Harry fully understands how offensive this term can be, and is extremely sorry for any offence his words might cause.

"However, on this occasion three years ago, Prince Harry used the term without any malice and as a nickname about a highly popular member of his platoon.

"There is no question that Prince Harry was in any way seeking to insult his friend."

The statement continued: "Prince Harry used the term 'raghead' to mean Taleban or Iraqi insurgent."

A man told BBC Radio Five Live the cadet concerned was his nephew, Ahmed Raza Khan, from Pakistan, who served with Prince Harry at Sandhurst for one year as a Commonwealth cadet.

Iftikhar Raja said his nephew, now a captain in the Pakistani army, would have risen above such terms and had not mentioned the incident to his family.

Mr Raja said: "At no time he told us that he was called Paki or he was a good friend of Prince Harry, I mean, although they served together that is true.

"But I myself am a British subject, I am proud to be British and if someone called me Pakistani I would be proud to be called that, but Paki is definitely a derogatory remark."

He added: "We expect better from our Royal Family on whom we spend millions and millions of pounds for training and schooling."

Captain Ahmed Raza Khan graduated with Harry from Sandhurst in 2006 receiving a special award from the Queen for being the best overseas officer cadet.

'Disturbing allegations'

BBC Royal Correspondent Peter Hunt said this was an "embarrassing episode" for the prince, and it was because comments made in private had become public that a statement had been issued.

He added St James's Palace had been at pains to place the prince's words in context.

Prince Harry's aides insisted Captain Ahmed and Harry "were friends, members of a close knit platoon who used nicknames and the prince was not being malicious", he said.

"However, whatever the context, royal officials must know the damage has been done, " said our correspondent.

A spokeswoman for the Ministry of Defence said: "Neither the Army nor the Armed Forces tolerates inappropriate behaviour in any shape or form.

"The Army takes all allegations of inappropriate behaviour very seriously and all substantive allegations are investigated.

"We are not aware of any complaint having been made by the individual. Bullying and racism are not endemic in the Armed Forces."

A spokeswoman for the Equality and Human Rights Commission said: "These appear to be disturbing allegations and we will be asking the MoD to see the evidence, share that evidence with us and their plans for dealing with it.

"We will then consider what further action might be necessary."

But Ingrid Seward, the editor of Majesty magazine and a biographer of Prince Harry and Prince William, said there was a danger of over-reaction.

She said: "I think it was a private video, he was talking about a friend of his, they were having fun and they were calling each other nicknames and I think it's been taken out of context.

"Yes, it would be very offensive if Harry went around calling people Pakis in a racist way but this was not meant, you know, it was meant more of a nickname.

"I mean, Harry's mates call him Ginge or Ginger - that could be equally offensive to people with red hair."

　トヨタ自動車は今春、国内で生産する自動車に、韓国鉄鋼大手ポスコの鋼材を初めて採用する方針を固めた。海外メーカーに門戸を開く。鋼材価格の高騰は、トヨタが０９年３月期、１５００億円の営業赤字に転落する見通しとなった一因。トヨタは北米でもポスコの割安な鋼材の採用を検討中で、世界的な調達価格交渉を優位に進めたい考えだ。

　採用する鋼材は、ボディー用の外板ではなく、車体の内側に使う内板。国内大手からも購入するが、一部をポスコに置き換える。すでに試験して品質を確認済みで、性能上問題ないと判断した。ポスコの鋼材は国内大手よりも数％安いという。

　トヨタはこれまで、タイ工場で生産する新興国向け戦略車では、ポスコの鋼材を採用してきた。ポスコは自動車用鋼材の加工生産工場をメキシコに建設中で、０９年中に完成する見通し。トヨタは北米向けに同工場からも購入を検討。将来の自動車市場回復に備える意味でも、鋼材の調達先を多様化しておく。

　日産自動車や三菱自動車など他のメーカーは、すでに国内生産の一部の鋼材をポスコから調達している。ついに国内の価格交渉を先導するトヨタが海外メーカーからの調達に踏み出す。これにより、今後本格化する国内鉄鋼大手との交渉で、自動車メーカー側が値下げ圧力を強めそうだ。

　０８年度に国内鉄鋼大手から購入する鋼材の価格交渉で、トヨタは前年度比３割超の値上げを受け入れた。１トンあたり２万円台後半の大幅な値上げとなり、ほかの原材料を含めて調達コストが年間３千億円以上も増えた。

　来期、営業黒字への転換を目指すトヨタは、０９年度の価格交渉で、０８年度の値上げ分を押し戻す値下げを求めていく方針だ。

　昨年１１月、東京都港区のワンルームマンションで、４８歳の独居男性が吐血して病死しているのが見つかった。死後約３週間。連絡を受けてその日のうちに郷里の新潟から上京した実妹は、マンションを管理する不動産会社の担当者からこう告げられた。「家賃を値引きしなければ、次の借り手がつかない。家賃の半額を１０年分請求することになる」

　賃料は月約１４万円。請求額は合計８００万円以上になった。別途、床のフローリングや壁のクロスを交換するリフォーム費用約５０万円も請求するという。「とても払えない。新潟の老いた両親は首をくくるしかない」。打ちのめされた様子の実妹を見かねて、遺品整理と部屋の清掃を請け負った「あんしんネット」（東京都大田区）の担当者は「法外な額なので弁護士を入れて交渉すべきだ」と助言した。

　足立区で昨年暮れ、３ＤＫの賃貸マンションで７０代の独居男性が孤独死した際には、離婚した元妻が家主から最低２年間の賃料を支払うよう求められた。

　そのマンションは２人が離婚前に住んでいた場所。月額８万円、２年間で２００万円近くを元妻は支払うことにした。顔見知りの家主からは「部屋は空けておくので住んでもいい」と言われたが、住む気にはなれず、空き室のままだという。

　元妻の長女は「『払う必要はない』と言っても、母は『孤独死で大家さんに迷惑をかけたので』と聞かない。口約束で書面も交わしていない。２年以上払わされるのではないでしょうか」と不安な表情を見せた。

　宅地建物取引業法では、家主や不動産会社は部屋を貸す際、借り手の判断に影響を与える重要事項を事前に説明することが義務づけられている。ただし、孤独死は同法上の重要事項に当たらないという。

　東京都の不動産業課は「自殺は借り主に説明するよう指導しているが、孤独死については家主や不動産会社の判断。賃料減額分の請求は民事的な問題で、行政は何も言えない」。

　都内の不動産会社社長は「病死は自然現象で、うちは孤独死を次の借り手に説明しないし、遺族にも請求しない。請求するところがあるのは知っているが、８００万円というのは非常識だ」と話す。ただし、リフォーム費用については契約で借り手による原状回復を求めており、遺族や保証人に請求するという。

　政府は、大学などでの研究活動の経験がありながら就職難に苦しむ「ポストドクター」の雇用を促すため、中小企業などが資金を出し合って作った研究組合に対する補助制度を今春、創設する。組合が雇用する研究者５人まで、１人あたり最大で２１０万円の賃金を補助。組合参加者の３分の２以上が中小企業の場合は、日本政策金融公庫の低利融資を受けられるようにする。景気後退で企業の研究開発が停滞し、競争力が低下するのを防ぐねらいもある。

　ポストドクターは学部卒と比べて初任給が高いうえ、「専門性は高いが柔軟性にかけるとの先入観を持っている企業もある」（文部科学省）ため、就職戦線は厳しさを増している。昨年３月の就職率は６３％と学部卒の９７％を大幅に下回った。就職先も多くは大学の雇用期限のある研究職で、企業への就職は低調だ。

　厚生労働省は大学以外での雇用を促すため、中小企業労働力確保法の対象を、政令改正で研究組合にも拡大。組合が新たに研究者を雇用する場合だけでなく、大企業からの派遣を受ける場合でも５人まで最大で１人あたり１８０万円を補助する。そのうえで、研究組合の設立を促すため、鉱工業技術研究組合法を半世紀ぶりに抜本改正する。

　研究組合は、共同出資で設立する新会社よりも税制上有利だが、研究成果をもとに事業展開するさいには、一度解散・清算して別に事業会社を設立する必要がある。また、同法によって鉱工業に関する研究に限定されており、使い勝手が悪いとされ、経済産業省によると現在は全国で３２組合しかない。

　このため、法改正により組合から株式会社に衣替えできるようにする。法律名を技術研究組合法とし、研究テーマを産業技術全般に拡大。設立手続きなども簡略化する。経産省は、法改正により年間１５０以上の組合が設立されると見込んでいる。

「３０年後にこんな小説が出てはいけないと思う」と話す栗原美和子さん

　部落差別の問題を世に問う小説「太郎が恋をする頃までには…」（幻冬舎）が昨年の秋、刊行された。書いたのは恋愛ドラマを手掛けてきたフジテレビプロデューサーで作家の栗原美和子さん（４３）＝福岡県直方市出身。被差別部落出身である、夫の猿回し師、村崎太郎さん（４７）＝山口県出身＝との結婚に際しての出来事を基につづった私小説だ。幸せそうな結婚写真を表紙にした本に込めたメッセージが話題を集める一方、栗原さんはいま、部落差別の根深さや理不尽さと闘っている。

■根深さ、理不尽さ、出版後実感　昔話と言えるよう

　小説は、元テレビキャスターで新聞記者の今日子が、取材で知り合った猿回し芸人・ハジメと恋に落ちる物語だ。ある夜、ハジメは自分が被差別部落出身であることを告白する。今日子はその事実を受け入れ、結婚準備を進め、両親にハジメの出自を話すのだが‐。

　実際に２人は、村崎さんの人生をドラマ化する際に知り合った。しかしそのとき、村崎さんは自分が被差別部落の出身であることだけは栗原さんに伏せ、ドラマでは触れられなかった。付き合うようになってしばらくしたある日、村崎さんは被差別部落出身であることを告げ、どんな差別を受けたのかを栗原さんに語った。いずれ世間に公表しようと約束した２人に、昨年の結婚直後、出版社から話が舞い込んだ。

　現実を色濃く投影した私小説だが、結末は異なる。部落差別は過去の話ではなく、現在進行形だと伝えるため、ハッピーエンドにはしなかった。

　出版から２カ月。差別への憤りや励ましなど好意的な反響が多くの読者や知人から届いている。その一方で、「冷たい逆風」にもさらされている。出版後、態度が変わった知人がいる。「読んだよ」と言ってくれる人もひそひそ声だ。

　高校まで過ごした福岡では、早くから同和教育を受けた。ドラマプロデューサーとして、業界ではタブー視されていた知的障害者や在日韓国人を主人公にしたドラマなどを手掛け、社会に問題提起もしてきた。だが、部落差別がこれほど根深いとは想像していなかった。最近、夫にこう話した。「生まれて初めて、差別される側の気持ちが分かったような気がします」と。

　今はまだ、小説を「書いてよかった」と簡単には言えない。でも世に問い掛けた以上、励ましの声を支えに、夫婦で乗り越えていくつもりだ。

　「『昔は部落差別があったから悲しい物語が作れたよね』と言える日が、早く来てほしい」

稲川会事務所が赤坂に移転 警視庁、住民と排除運動へ

　指定暴力団稲川会の本部事務所が東京都港区六本木から港区赤坂に移転したことが７日、警視庁の調べで分かった。警視庁は移転先の地域住民らと協力して暴力団排除協議会をつくり、事務所設置を阻止する運動を進める方針。

　警視庁組織犯罪対策３課によると、稲川会は構成員が約４８００人で、指定暴力団としては山口組、住吉会に次ぐ規模。移転先の約２５０メートル先には住吉会の本部事務所があり、赤坂署が警戒を強めている。

　稲川会の本部事務所は１９７２年から六本木の雑居ビルにあったが、老朽化でビルの取り壊しが決まった。今年２月末に退去することになったため、約５００メートル離れた赤坂の土地と３階建てビルを約３億２０００万円で購入したという。

　移転先近くに住む主婦（２８）は「保育園児の娘がいるので治安が悪くならないか心配」と不安そうに話す。警視庁幹部は「本部事務所は作らせない。住民パワーで暴力団の侵入を阻止する」としている。

５カ国語字幕でドラマ配信　芸能プロ団体、海外にネットで

　芸能プロダクションの業界団体、日本音楽事業者協会（音事協、東京・渋谷）は日本のドラマを海外向けにネットで無料配信する実証実験を13日に始める。人気タレントが出演するドラマに5カ国語の字幕を付け、動画共有サイトのユーチューブに配信する。経済産業省の委託事業として実施するもので、日本の映像コンテンツをネット配信して海外から広告収入を得る新たな事業モデルを探る狙いだ。

　音事協に加盟するホリプロやワタナベエンターテインメント（東京・渋谷）など国内の主要芸能プロダクションから協力を得た。プロダクション23社に所属するタレントや歌手42組が出演するインターネット向けドラマ「恋のパラドラ」を制作。英・中・韓・スペイン・ポルトガル語の字幕を付けて配信する。期間は13日から3月31日まで。(13:27)

ニッセンＨＤ、百度と提携　中国でネット通販

　通販大手ニッセンホールディングスは中国のインターネット検索最大手、百度（バイドゥ・ドット・コム）と中国でのネット通販事業で提携する。2月をめどに、ニッセンが扱う衣料品1万点を百度の検索サイトを通じて購入できるようにする。百度が物販事業を手掛けるのは初めて。ニッセンは百度のネット上での集客力をいかし、中国市場を開拓する。

　これまで多くの日本企業が中国向け通販を手掛けてきたが、知名度不足で伸び悩む例が多い。ニッセンは百度と組みこうした課題を克服する。百度はネット検索シェアで米グーグル、ヤフーに次ぐ世界3位に位置し、中国での検索シェアが7割に達する。日本流のノウハウを導入して通販事業のモデルを確立し、検索サイトの機能を強化することを狙っている。(11:12)

詰め替えパウチ、液漏れしにくく　凸版印刷が開発

　凸版印刷は入浴剤や芳香剤の詰め替え用に使う新しいパウチ容器を開発した。原材料に香料などを含む入浴剤などは長期間の保存に耐えられず、容器を樹脂ボトルやスチール缶で代用することが多かった。新製品は耐久性を高めて液漏れなどの欠点を改善。省資源などにつながる詰め替え用のパウチ容器の一段の普及を狙う。

　価格は従来のパウチ容器とほぼ同等で、樹脂ボトルに比べると3―5割安くできるという。15日に発売し、2010年度に3億円の売り上げをめざす。(07:00)

日韓ＥＰＡ交渉、早期再開の必要性強調　麻生首相が訪韓

　【ソウル＝中山真】麻生太郎首相は11日、李明博（イ・ミョンバク）大統領との首脳会談に臨むため、韓国を訪問した。首相は到着後、韓国の経済団体主催の昼食会に出席し、交渉が中断している日韓経済連携協定（ＥＰＡ）について「両国経済に利益をもたらすＥＰＡを早急に実現することが両国政府に求められている」と強調。早期の交渉再開に向けて実務協議を加速する考えを示した。

　麻生首相の韓国訪問は就任後初めて。両首脳が頻繁に相互訪問する「シャトル外交」の一環で、12日に青瓦台（大統領府）で李大統領と会談する。(19:03)

浦元社長：白石さん事件も訴追方針　自殺前に米捜査当局

　【ロサンゼルス吉富裕倫】米自治領サイパンからロサンゼルスへ身柄を移送された直後に死亡した輸入雑貨販売会社の三浦和義元社長（当時６１歳）について、米捜査当局が妻一美さん殺害の共謀とは別に、交際相手だった白石千鶴子さん殺人事件で訴追、再逮捕する方針を固めていたことが分かった。三浦元社長の死亡から３カ月となる１０日（日本時間１１日）を前に、元捜査担当者が証言した。

　三浦元社長は、８１年にロス市内で当時の妻一美さんを銃撃させ殺害した共謀容疑などで、昨年２月にサイパンで逮捕された。身柄を移送された昨年１０月１０日夜、ロス市警の留置場で死亡した。ロス郡検視局は、首つり自殺と断定した。

　ロス市警と郡検事局は、７９年にロサンゼルス近郊で腐乱死体が発見された白石さん殺人事件も、ロス銃撃事件の関連事件として捜査。元捜査担当者によると、三浦元社長が死亡する直前の段階で、死刑求刑が可能な第１級殺人と窃盗容疑で近く逮捕状を請求する方針を固め、捜査トップにも報告していた。

　ＤＮＡ鑑定などの新証拠が出たわけではなく、白石さんの口座から現金４２６万円を引き出したことなど状況証拠によるという。ただ、仮に訴追されたとしても裁判所が正式に起訴を認めたかどうかは分からない。

　ロス市警の事件主任、リック・ジャクソン刑事は毎日新聞の取材に「白石さん事件の捜査はしていたが、訴追についてはコメントできない」と話した。

日本原電：東海原発名のドラム缶発見－－新潟の産廃処分場

　日本原子力発電は１０日、同社の社名と「東海発電所　放射性廃棄物」などと記載されたドラム缶一つが、新潟市西蒲区下木島の産廃処分場で見つかったと発表した。赤みがかった液体が入っていたが、放射線測定の結果、自然環境と同レベルだった。日本原電は「放射性廃棄物の可能性は低い」としている。

　日本原電によると、ドラム缶は０２年に廃業した産廃処分場で１２月１９日に見つかった。新潟市から報告を受けた経済産業省原子力安全・保安院から日本原電に今月９日に照会があった。同様の型は２０年以上購入しておらず、通常使用しているものと色も異なっていた。

　東海原発（茨城県東海村）では通常、番号を記して保管、処分する。今回のドラム缶に番号はなかった。日本原電は「納品過程で外部に出た可能性も否定できない」としている。

エミレーツ航空：中部－ドバイ便廃止へ　３月２８日で終了

　エミレーツ航空（アラブ首長国連邦）が、中部国際空港（愛知県常滑市）－ドバイ便を３月に廃止する方針を固めたことが１０日、明らかになった。世界的な景気低迷を受け、路線見直しを図ったもよう。内外航空各社の路線撤退・減便が相次ぐ中でのエミレーツ航空の撤退は、０８年度決算が赤字見込みの中部空港会社にとってさらなる痛手となりそうだ。

　同社の中部－ドバイ便は０６年６月に就航、現在、毎日１便運航されている。０７年１０月からは、ドバイ－サンパウロ便が開設されたことで、里帰りする日系ブラジル人に人気が集まっていた。中部－ドバイ便は、２月上旬から週４便に減便した後、冬ダイヤが終了する３月２８日で終了する見込み。

　アラブ首長国連邦は、成田国際空港に乗り入れる権益を取得したことから、エミレーツ航空の成田への就航が想定されている。

大型犬が暴れ、警官が射殺　愛知・稲沢で通行人ら襲われる '09/1/11

　十日午後九時四十分ごろ、愛知県稲沢市増田東町の畑内で、大型犬が、飼い犬を連れて散歩していた男性（39）とパトロール中の警察官二人に相次いで襲いかかり、巡査（25）が大型犬に拳銃を二発撃ち、射殺した。三人にけがはなかった。

　稲沢署によると、大型犬は、現場から約五キロ離れた同県甚目寺町の建築業者の男性（58）が闘犬用に飼育していた三歳の雄の土佐犬で、体長一二五センチ、体高七四センチ。

　自宅敷地内に鉄材で作った囲い（縦三・五メートル、横二・八メートル、高さ約一・五メートル）の中で放し飼いにしていたが、十日夕、いなくなっているのに男性が気付き、十一日午前、県警に届けた。

　囲いは施錠してあったが屋根がなく、乗り越えて逃げ出したとみられ、同署は飼育や管理の方法に問題があったとみて県動物愛護条例違反（係留義務違反）の疑いで男性から事情を聴いている。

　同署によると、十日午後八時五十分ごろ、付近の住人から「飼い犬が大型犬にかみ殺された」と通報があり、署員二人が出向き、この土佐犬を発見。土佐犬はその後、別の飼い犬を連れていた男性に馬乗りになったり、ミニパトカーに乗り込んで警察官を襲うなどして暴れた。

　同署は「男性の命に危険が生じると判断し発砲した。拳銃の使用は適正だった」としている。

　飼い犬をかみ殺された主婦は「（土佐犬は）犬の首などをかむなどして約一時間襲い続けた。怖くて外に出られなかった」と話した。

‘Genetically modified brinjal unsafe’

NEW DELHI: An independent analysis of the ‘Effects on Health and Environment of Transgenic (genetically modified) Bt Brinjal’ conducted by France-based Committee for Independent Research and Information on Genetic Engineering has concluded that Bt brinjal’s release into the environment for food and feed in India may present a serious risk for human and animal health. It has said Bt brinjal’s commercial release should be forbidden.

Professor Gilles-Eric Seralini’s analysis of Mahyco’s Bt brinjal biosafety data – as submitted to the Genetic Engineering Approval Committee (GEAC) – points out that the Bt brinjal produces a protein which can induce resistance to kanamycin, a well-known antibiotic, which could be a major health problem. The analysis was commissioned by Greenpeace.

While pointing out in his analysis that Bt brinjal had not been properly tested from the safety and environmental point of view, Professor Seralini observed that in feeding trials significant differences were noted compared to the best corresponding non-Bt controls.

For instance, in goats fed with this GMO, the prothrombin (time it takes for blood to clot) was modified, in rabbits less consumption was noted, in cow’s milk production and composition was changed, GM-fed rats had diarrhoea, higher water consumption and liver weight decrease, in broiler chickens feed intake was modified and in fish, average feed conversion and efficiency ratios were changed. “All this makes a very coherent picture of Bt brinjal that is potentially unsafe for human consumption. It will also potentially be unsafe to eat animals with these problems, having eaten GMOs,” he said.

Besides, the professor’s analysis noted that the longest toxicity tests which were for only 90 days did not assess whole safety of the food or feed that could be eaten during the entire lifetime, and long-term effects like development of tumours or cancers. He observed that several differences that were found between the study and the (closest) control groups in the Bt Brinjal bio-safety tests were not reported in the summaries of Mahyco’s test reports and statistically significant differences that were reported were discounted.

Commenting on the secrecy on “confidential” raw data for toxicity for GMOs, Prof. Seralini said it had no scientific basis and created doubts in people’s minds. Asked to comment on the analysis, M.K. Swiss court orders Marcos associate to return funds to RP

The Presidential Commission on Good Government (PCGG) yesterday announced that the Swiss Federal Supreme Court had denied with finality an appeal of close Marcos associates I.B. Gimenez and his wife Fe Roa-Gimenez to prevent the transfer to the Philippine government of the $8.6-million GEI Inc. account deposited with the Adler Bank based in Zurich.

The Swiss court has ordered the bank to turn over to the Philippine government the $8.6 million.

Former Ambassador to Moscow and now PCGG commissioner for litigation Jaime Bautista said the decision of the Swiss High Court paved the way for the imminent repatriation of the money to the country.

“We expect the transfer of the account very soon,” Bautista said, adding that the Swiss court’s decision, released Dec. 22, was already final and executory.

The development was relayed to the PCGG by Sr. Sergio Salvioni, the Swiss lawyer retained by the Philippine government, early this week.

The GEI Inc. account reportedly has a balance of $8,641,755 as of September 2007.

Fe Roa Gimenez was the social secretary of former first lady Imelda Marcos from 1981 until the ouster of Marcos in February 1986.

The Sandiganbayan had declared the GEI account as “ill-gotten” and forfeited it in favor of the Philippine government in late December 2006. The long time that the Sandiganbayan took to come out with the forfeiture ruling had almost caused the Swiss Federal Supreme Court to lift the freeze order it issued on the account.

The Gimenez couple are co-respondents in a number of ill-gotten wealth cases against the Marcos family, some of which had been filed as long as 20 years ago.

The PCGG had sought the forfeiture of the account, saying that the Gimenez couple set up the account at the Adler Bank to be one of the repositories of the ill-gotten Marcos wealth.

Ukraine signs gas transit control document - Ukrainian PM

KIEV, January 11 (RIA Novosti) - Ukraine has signed a document on setting up an international gas transit monitoring commission, a key condition for the resumption of Russian gas supplies to Europe, the Unian news agency has reported.

"We signed the document today," Ukrainian Prime Minister Yulia Tymoshenko said early on Sunday, after talks with Czech Prime Minister Mirek Topolanek.

Topolanek, whose country currently holds the European Union rotating presidency, said that, "Nothing prevents Russia now from resuming gas supplies."

The Czech prime minister said that the transit of Russian gas to Europe could be resumed within 36 hours.

Russia and the European Union signed the document on January 10. The document was signed by Russian Deputy Prime Minister Igor Sechin, the energy giant Gazprom's CEO Alexei Miller, as well as by Martin Riman, the industry and trade minister of the Czech Republic.

Russia and Ukraine failed to agree on New Year's Eve on how to settle Kiev's gas debts or on a contract for 2009 deliveries. As a result, gas supplies from Russia to European consumers via Ukraine were first reduced and then halted on January 7.

Russia had earlier pledged that gas supplies would resume when an international gas transit monitoring group to include representatives of Gazprom, Ukraine's Naftogaz, the Russian and Ukrainian energy ministries, the European Commission, European consumer companies and international monitoring organizations was set up.

However, Tymoshenko told her Czech counterpart that the commission monitoring the Russian gas flow to Europe via Ukraine should operate for no more than one month. "We believe that this is an objective deadline that is enough to check Ukraine's honesty and accuracy," Tymoshenko said.

Tymoshenko also warned that Ukraine would not pay for Russian gas used for transit purposes until a contract for gas supplies and transit in 2009 with Russia was signed. "As soon as these agreements are signed, Ukraine will pay for the technical gas," she said.

"According to today's estimates, this amount exceeds 70 million cubic meters of gas that Ukraine provided to stabilize transit," Tymoshenko said.

However, Gazprom said that Ukraine was obliged under a contract with the company to ensure the transit of Russian gas from its own resources.

Gazprom has accused Ukraine of stealing more than 86 million cubic meters of gas since the start of the year, but Kiev denied the accusations, saying that Russia was trying to discredit Ukraine as a reliable gas transit partner.

The EU gets a quarter of its gas from Russia, 80% of which comes via Ukraine.

MOSCOW, January 11 (RIA Novosti) - Gazprom said on Sunday it had not yet received even a copy of the document signed by Ukraine on an international gas transit monitoring commission, a key condition for resuming Russian gas supplies to Europe.

Russia and the European Union signed the document on January 10. Ukrainian Prime Minister Yulia Tymoshenko said after talks with Czech Prime Minister Mirek Topolanek early on Sunday that the Ukrainian side had also signed it.

"Gazprom has not received even a fax copy of the document signed during the night in Kiev. We proceed from the fact that the document must be signed precisely in the form it was signed by the Russian side and initialed by the Czech Republic," the energy giant said in a statement.

Gazprom CEO Alexei Miller assured European Commission officials and representatives of European companies consuming Russian gas on Saturday that the Russian gas monopoly had made every arrangement for an international monitoring commission to start working as soon as possible.

The international monitoring commission will include experts from the European Commission, the Russian and Ukrainian energy ministries, Gazprom and Naftogaz officials, as well as European gas utilities, including France's GDF Suez S.A. and Societe Generale de Surveillance S.A., Germany's E.ON Ruhrgas AG and Wingas GmbH, Czech RWE Transgas a.s., Slovakia's SPP a.s, Austria's EconGas GmbH, Italy's ENI SpA, Hungary's FGSZ Ltd., Bulgaria's EAO Sofiagaz, Public Gas Corporation of Greece, Moldova's JSC Moldovagas, and Norway's Statoil Hydro.

Both Ukraine and Russia guarantee full and free access to all the necessary facilities listed in the document, and access to data confirming the flow of Russian gas through Ukraine to European customers.
