素性不明の取り巻き＆夜の帝王？　資産家殺害事件

千枝子さんが札束につまずきケガ

　今月２５日、東京都板橋区で資産家の瀬田英一さん（７４）と妻の千枝子さん（６９）が遺体で発見された殺人・放火事件で、夫妻は日ごろから、素性不明の“取り巻き”の男を連れて近所のパチンコ店に出入りしていたことが、夕刊フジの取材で分かった。取り巻きはこれまでに数人いたとみられ、このうちの誰かが何らかの事情を知っている可能性もある。

　関係者によると、瀬田さんは江戸時代から続く大地主の子孫。自宅のそばにある川越街道を参勤交代で通った大名が一服のため立ち寄ったという逸話もある豪農で、歴史の副読本にも記述され、地元小学校の社会の授業でも取り上げられていたほどの有名人。一帯の一戸建てや賃貸住宅の大半は瀬田さん所有の借地に建てられたもので、近隣で知らない人はいないほどの大資産家だった。

　１９５０年前後、１０代で資産を相続した瀬田さんは仕事に就いた経験がほとんどなく、土地や賃貸マンション、駐車場の管理のかたわら、夜には池袋西口付近の飲食店を高級スーツ姿で訪れていた。一晩で数十万円を使うこともしばしばで、なじみのホステスには「家から池袋まで（の約３．５キロを）自分の土地を歩くだけで行ける」と豪語。その池袋で美人芸者兼ホステスとして名をはせていた千枝子夫人を見初め、結婚した。

　最近では、連日のように夫妻で地元パチンコ店に出入りしていたが、夫妻をよく知る関係者によると、素性の分からない中年男性を連れていることが多かったという。もともと瀬田さんは気前がよく、タダ酒やタダ飯を目当てにした取り巻きが多くいた。「最近は銀行や不動産などの出入り業者はまったく信用せず、近所付き合いもあまりなかった。夫妻が唯一心を開いていた相手が彼らだったのかもしれません」と関係者は言う。

　瀬田さん宅には常に数千万円の現金が保管されており、事件翌日の２６日にも、離れの和室の布団下から５００万円ずつ束にした現金１０００万円が発見された。「千枝子さんが札束につまずき足をくじいた」という“伝説”もあるほどの大資産家が、どこで彼らと知り合ったのかは不明だが、夫妻の暮らしぶりをつぶさに目撃していたことは間違いなさそうだ。

Islamic Development Bank to support new initiatives for agriculture

Aleppo, 25 May 2009 - The Islamic Development Bank and the International Center for Agricultural Research in the Dry Areas (ICARDA) have signed a Memorandum of Understanding to establish an effective strategic partnership on agricultural research, development and training programs, aiming to fight poverty and hunger in dry areas across the developing world. It was signed on 24 May by H.E. Dr Ahmad Mohamed Ali, President of the Bank, and Dr Mahmoud Solh, Director General of ICARDA, during a visit by Dr Ali to ICARDA's headquarters in Aleppo, Syria.

HE Dr Ali has been President of the Islamic Development Bank since 1975. Under his leadership the Bank has funded a range of agricultural development projects – research, development, training and infrastructure development – for developing countries in Asia and Africa. ICARDA, as an international agricultural research center, shares a mutual interest in these efforts. The new agreement will formalize and expand the scope of this partnership.

The Memorandum covers various areas. The two institutions will work together to identify development priorities in dry areas, and develop and implement agricultural projects, particularly the research component in rural development projects that are a priority for Bank funding. The agreement also covers capacity development of national research programs through training courses, workshops and other means; and sharing of research findings and other information to strengthen R&D efforts.

ICARDA and the Bank have identified shared goals, and a partnership-based framework to improve food security, income and livelihoods in dry areas, where rural poverty is widespread. Under the agreement, the Bank will identify potential areas for collaborative research. Key areas include:

- New, improved varieties of cereal, food legume, and forage crops

- Seed systems to ensure rapid dissemination of new crop varieties

- Technology 'packages' to improve crop yields and the health and sustainability of farming systems

- More sustainable use of natural resources – in particular, increased water-use efficiency in agriculture

- Measures to combat land degradation and desertification

- Small ruminant (sheep and goats) production systems and integrated crop-livestock-rangeland systems.

The visit offered an opportunity for H.E. Dr. Ali and the accompanying delegation to observe how scientific tools like biotechnology and geographical information systems have been put into use, as well as new advances in entomology, genetic resources conservation utilization, conservation agriculture, and crop improvement research being carried out by the Center. The training activities of ICARDA also figured in the visit.

The two organizations stressed the need for continuous co-operation towards the implementation of the signed memorandum of understanding to enhance food security and contribute to poverty reduction in dry areas.

UK oil: Tide turns in the North Sea

Aberdeen, Scotland’s “granite city”, has rebranded itself very effectively in the past four decades, first as “Europe’s oil and gas capital”, and more recently as “Europe’s energy capital”.

As the industry slid into the downturn, hit by the plunge in oil and gas prices and a shortage of finance, that status is less of a boast than it was a year ago.

Yet the city takes a philosophical view. It has seen cycles before, and it expects this downturn, too, will pass.

In and around the city, the evidence of the oil and gas fuelled boom is still apparent. The Porsche and Land Rover dealers have an impressive array of stock on the forecourt.

There are 2,000 hotel beds coming on to the market, including a newly-opened Malmaison. That is a welcome relief for a city that has been undersupplied with good hotel accommodation, and at busy times apparently bereft of rooms altogether.

However, Willie Wallace, regional officer for Unite, the largest union for offshore workers, says the mood has changed.

“People locally felt Aberdeen would be immune to the worldwide recession,” he says. “But in recent months, we have seen that come home to roost at a local level as well, and jobs are now in jeopardy.”

Some of the workers whose jobs have been lost have been offered redeployment to places where the demand for labour is greater, such as west Africa. But Mr Wallace knows of experienced offshore workers looking for employment. The days of the generous signing-on bonuses are gone.

Robert Collier, who took over as the chief executive for the Aberdeen chamber of commerce a few months ago, agrees the city seems to run on a cycle different from the rest of Britain, and is being hit by the downturn later.

But while investment in the UK sector of the North Sea is expected to fall this year, and the number of exploration wells in particular is likely to be cut sharply, activity is slowing rather than collapsing.

The decline in exploration activity is from a high level by historical standards. Last year, the number of exploration and appraisal wells drilled in the UK offshore sector was at its highest since 1997, according to Hannon Westwood, a consultancy.

Petrofac, an oil services company that employs 4,000 in Scotland, has a share in the Don fields that may be the biggest development to come onstream in the North Sea this year. West Don began production in April.

Keith Roberts, Petrofac’s chief financial officer, says: “I don’t think there’s going to be a wholesale ending of production in the North Sea, because fundamentally people don’t think prices are going to stay this way for the long term.”

He adds: “We’ve come up with a fast-track low-cost development solution that makes a good return even in the current oil market. By applying innovative ideas and some entrepreneurial thought, you can still make good money in the North Sea.”

The recent bounce in the oil price, from less than $33 a barrel for US crude in February to the about $60 today, helped encourage hopes that the worst may be over.

However, Bob Keiller, chief executive of PSN, an Aberdeen-based oil services company, and co-chair of Oil and Gas UK, the industry aassociation, says it is “way too early to call” the turn of the market and too early to make investment decisions on that basis.

He also warns that the North Sea has a particular problem as a result of the shortage of finance.

As the region has matured, smaller companies have moved in to take on fields no longer large enough for the big international companies.

But those smaller companies have the greatest problems in raising money on the stock market.

North Sea oil has enabled north-east Scotland to develop a thriving industry that now serves the world.

Alistair Birnie, the chief executive for Subsea UK, the association for the underwater engineering industry, says Britain has world-beating expertise, developed to handle the demanding conditions offshore.

While North Sea activity has slowed, he says, deep-water developments elsewhere are still going ahead.

“These are long-term high-value projects that create a lot of work for the subsea industry overall, and that’s seeing us through,” he says.

“Look at West Africa: there’s still a lot of activity there. These are four- to five-year developments, and the industry is still continuing to develop these assets on the basis of a longer-term demand for oil and gas.”

The concern for those companies, however, is how long the service industry can survive and prosper as production in the North Sea declines.

The longer the financial crisis and weak oil prices continue, tightening the squeeze on investment, the worse the chances of recovering the remaining 25bn barrels equivalent of oil and gas thought to lie in the UK sector.

Rich get poorer

The global recession has wiped $25 billion from the collective wealth of Australia's richest people, causing the worst annual drop in the 26-year history of the BRW Rich 200 List.

There are now 28 billionaires in Australia, 10 fewer than there were a year ago.

The family of late Visy chief Richard Pratt, headed up by son Anthony, topped this year's list with a fortune of $4.3 billion. They knocked Fortescue Metals chief Andrew "Twiggy" Forrest from his perch at the top.

Mr Forrest tumbled to the number eight position after losing $7 billion through a combination of falling iron ore prices and a lower stock price at Fortescue. He now has $2.4 billion, BRW estimates.

Real estate tycoon Frank Lowy was second richest, with $4.2 billion, followed by Sydney property developer Harry Triguboff with $3.6 billion.

Gina Rinehart remains Australia's richest woman, with her iron ore fortune falling in value to $3.47 billion, even as her ranking rises to number four from number five, with the absence of Mr Forrest.

James Packer fell to the number six spot from third position last year, with the wealth from the family fortune built up over years through media and gambling interests halving to $3 billion.

For the rich "the exuberance isn't there any more," said BRW Editor in Chief Sean Aylmer. "It's a lot less flashy. The rich aren't out there showing off their wealth, at the moment that's for sure."

However, one politician has already downplayed his inclusion on the list. Opposition Leader Malcolm Turnbull re-entered the list after a four-year absence, bobbing up at number 182 with wealth of $178 million.

When he was elevated to the Liberal leadership, Mr Turnbull made much of growing up in a "rented flat".

Today, he said any estimates of his wealth were speculative.

BRW cited Mr Turnbull's property investments and fund holdings as the source of his wealth.

"People like to celebrate their wealth," said BRW's Mr Aylmer. "They are proud of their achievements and should be, but this year the mood is more tempered."

The biggest surprise this year was "just how much money" Australia's richest lost, Mr Aylmer said. The $25 billion fall was by far the largest in a single year and took the combined wealth of those on the list to $114 billion. In 2001, the total value of Australia's richest fell a relatively tiny $5 billion in the wake of the dotcom crash.

Falling asset values, tumbling shares and weaker prices on commodities combined to lower the cut off for entry on to the rich list to $150 million, from $200 million last year, BRW said.

Australian-born Rupert Murdoch doesn't appear on the list, which is based on citizenship, BRW said. BRW is owned by Fairfax, publisher of BusinessDay.

Leavers and risers

This year's tally saw the departure of former bankrupt and convicted fraudster Alan Bond, last year's number 157, who "suffered a drop in the value of his African oil and diamond investments," BRW said.

Babcock & Brown executive Phil Green, whose listed-asset company went into administration earlier this year, also exited the list. He had been number 137 on 2008's list.

Queensland mining magnate Clive Palmer skyrocketed up the list to number five spot, more than doubling his wealth to $3.4 billion from $1.5 billion last year when he ranked 21.

Fairfax executive and former Melbourne Lord Mayor Ron Walker rose to the number 40 spot this year, from 93 spot last year.

Actress and Australia star Nicole Kidman ranked 109th this year, from 138 last year.

Next year

BRW's Mr Aylmer made no predictions about whether the losses for Australia's rich would continue next year, but left the door open to another year of wealth destruction.

"If history is a guide, it could well happen again," he said, noting the total value of the rich list fell two consecutive years before in 1990-91.

It largely comes down to what happens on the sharemarket, he said.

"If it just bumbles along and doesn't change much, it's probably touch-and-go whether we have another decline next year."

But if it falls, he said, Australia's richest will suffer more.

中田カウスは脅迫されても…ニヤニヤ会見の真相とは

　「プロの鑑定士はごまかせない」「大阪府警から近いうちに報告があるかも」…。今年４月に自宅へ脅迫状が送りつけられた吉本興業所属の漫才師、中田カウス（５９）が２６日、大阪の吉本興業本社で会見し、事件について大いに語った。脅迫状の文字と筆跡が似ているとされたコメディＮｏ．１の前田五郎（６７）について直接的な言及は避けたものの、意味深長な発言を繰り返し、報道陣をけむに巻いた。

　何かを知っている。でも、今は話せない－。時おり笑みを浮かべながら思わせぶりに語ったカウスからは、そんな印象もうかがえた。

　カウスによると、脅迫状はあて名にカウスの本名が書かれ、自宅に郵送された。その筆跡が前田のものと似ていたため、前田の関与が疑われることとなったが、カウスは「前田さんとはモメごとは一切ない。仲良くも悪くもしていない」と関係を説明。その上で暗に前田批判を展開した。

　一部報道で前田がカウスの住所を知らないと述べていることについて、「それでも数年前まで年賀状は届いていた」とチクリ。吉本が依頼した筆跡鑑定で脅迫文と前田の筆跡が「ほぼ同一」と判定されたことにも触れ、「（犯人が）誰と言える立場やないけど、プロの鑑定士はごまかせない。脅迫状には言ってはいけないことが書かれており、もし芸人なら許されない」と話した。

　さらに、今年１月９日に自身が金属バット男に襲撃され、翌１０日になんばグランド花月に脅迫電話がかけられた事件と、脅迫状の件は「別の犯人」との見方を披露。「用意周到だった襲撃事件に比べ、直筆で脅迫状を書いてくるバカ。この落差を見ると（犯人は）違うんでしょう。大阪府警などからも情報が僕の耳に入っているし、近いうちに何らかの報告があるのでは…」。

　一方、すっかり“犯人扱い”の前田は２６日夜、大阪市内の自宅マンションに帽子にマスク姿で戻ってきた。関係者によると、入り口で待ちかまえた報道陣の質問には応じず、カメラを向けた記者らに「何をしてんのや！」と郵便受けのチラシやごみ箱を投げつけるなど、イラ立つ素振りを見せ、エレベーターに乗り込んだという。冗舌のカウスと沈黙の前田。渦中の２人は対照的な表情を見せた。

威嚇なしの警官発砲は違法、神奈川県に約１千万賠償命じる

　パトカーに乗用車を衝突させるなどして神奈川県警の警察官に発砲され、下半身不随になった横浜市の男性（３１）が「発砲の必要性はなかった」として国家賠償法に基づき、県に約８０８０万円の損害賠償を求めた訴訟の判決が２７日、横浜地裁であった。

　小林正裁判官（鶴岡稔彦裁判官代読）は「発砲前に威嚇射撃を行うべきで、適法な職務執行とは言えない」と述べ、県に約１１５０万円の賠償を命じた。

　判決によると、２００４年８月２５日夕、横須賀署の巡査部長らのパトカーが、横須賀市内に停車中の男性に職務質問しようと近付いたところ、男性は車を急発進させて逃走した。路地に追い詰められた男性は、車をパトカーに繰り返しぶつけて脱出を図ったため、巡査部長は約１メートルの距離から男性の右肩を狙って発砲。右脇腹に命中して男性は下半身不随となった。この際、男性は公務執行妨害罪などで現行犯逮捕され、０７年８月に東京高裁で懲役２年、執行猶予４年が確定した。

　訴訟で県側は、「発砲前に何度も警告しており、やむを得ない措置だった」と主張した。小林裁判官は、男性逮捕の必要性は認めたが、「拳銃で狙えた範囲は、男性の頭や胸などで、発砲には特に慎重であるべきだった。先に威嚇射撃を行う必要があった」と指摘した。

　同県警監察官室は「関係機関と協議して今後の対応を決める」とコメントした。

Lebanon arrests colonel as 'Israeli spy'

Lebanese security officials say an army colonel has been detained on suspicion of spying for Israel, the latest of about 30 such arrests.

There was no immediate comment by the Lebanese army about the report, which comes during a tense run-up to parliamentary elections next month.

More than 20 suspects have now been charged, some of them in their absence.

The latest to be charged are named as Ahmed Shibli, Jeryis Farah, and Jean Farah, described as a fugitive.

They have been charged with monitoring civilian and military installations and providing information to Israel about the movements of political figures.

Lebanon is at a state of war with its southern neighbour Israel.

Convicted spies face a possible life prison term with hard labour or the death penalty if found guilty of contributing to Lebanese loss of life.

Divided opponents

Hassan Nasrallah, leader of the Shia political and militant movement Hezbollah, last week called for the death penalty for all suspects convicted of spying for Israel.

His party is contesting closely fought national legislative elections on 7 June and the espionage accusations have increased tensions between sharply divided political factions.

Opponents of Hezbollah have seized upon an unconfirmed report in Der Speigel magazine saying the party was involved in the assassination of former PM Rafik Hariri in 2005 - which Hezbollah officials have strongly denied.

Some suspects in the spy case are accused of helping Israeli forces identify Hezbollah targets during the 2006 war, which left Lebanese infrastructure devastated and caused more than 1,200 deaths, mostly civilians.

Those already in custody include a policeman, a former brigadier general and a housewife. Lebanon says sophisticated spying equipment was found in some of their homes. If convicted, they all face the death penalty.

Israel has made no comment on the accusations.

Santander scraps UK bank brands

Spanish banking giant Santander is to rebrand all of its major UK High Street brands - Abbey, Alliance & Leicester and Bradford & Bingley.

A total of 1,300 branches will have their names changed to Santander by the end of 2010, in a £12m move.

Any customer of Abbey, Alliance & Leicester or Bradford & Bingley savings will be able to carry out transactions in any of Santander's UK branches.

Santander is the second-biggest banking group in the world after HSBC.

'Trust'

It said it hoped to save about £180m by integrating the three businesses, and that the overhaul reflected the group's policy to operate under a single brand - which is already found in more than 40 countries.

Santander has already incorporated its flame logo into the Abbey branding, and it said that customer feedback suggested its brand would be welcomed in the UK.

The move would also allow the UK business to use the "expertise and product developments from Santander's global business," he added.

The first name changes will begin in June, with Abbey credit cards being rebranded, while the renaming of branches will begin next year, with Abbey and B&B first to be overhauled.

However despite the savings it anticipates making, banking analyst Leigh Goodwin said that the policy was a risk and, in his view, a mistake.

"Abbey has good value as a trusted brand in the mortgage and savings arena," he said.

Expansion

Santander gained a foothold in the UK banking market in 2004 after buying Abbey for about £8bn, in Europe's biggest cross-border bank takeover.

The deal offered Santander control of Britain's second-largest mortgage lender, with 741 branches and 18 million customers.

The Spanish bank saw further expansion opportunities in 2008, as some UK banks were severely threatened by the global financial crisis.

It bought Alliance & Leicester in a £1.3bn deal aimed at reducing funding pressures on the UK bank and strengthening Santander's local business.

In September, the UK's biggest lender to landlords, Bradford & Bingley, was taken over by the government after the credit crisis had shut off its funding.

Santander stepped in and paid £612m to take control of 197 Bradford & Bingley branches and £20bn in deposits.

Bradford & Bingley still exists as an entity and is owned by the Treasury.

This means that savers are 100% covered by the Financial Services Compensation Scheme for up to £50,000 across Abbey, B&B and Cahoot combined. In addition, they are also covered for up to a further £50,000 with A&L.

Santander says this will remain the case up until at least mid-2010, because Abbey and B&B are being rebranded first - meaning that A&L will still be running as a separate business under its own name and its own licence.

「楽天市場から個人情報がスパム業者に流出か、実名の記載された迷惑メールが楽天でしか使っていないメールアドレスに届き始める」という記事中でも触れましたが、楽天は2005年7月の個人情報流出騒動によってシステムを変更し、楽天に出店しているショップに対してはメールアドレスを「非表示」にしているとお伝えしましたが、実際にはまったく違っていました。

なんと、楽天市場に登録した個人情報のほとんどを各ショップは閲覧することが可能で、なおかつメールアドレスを含む個人情報については楽天市場自身が各ショップに1件10円でダウンロード販売しているとのこと。ダウンロードはCSV形式のファイルによって可能となっており、楽天市場を利用しているユーザーの個人情報がまさに「商品」として楽天から各ショップに販売され、だだ漏れになっている実態が明らかになりました。

さらに出店時には「RMS入門マニュアルセット」費用として3万2000円が別途必要で、さらにその他の有料サービスとしてRMS全商品モバイル、楽天スーパーポイント、楽天スーパーアフィリエイト、共同購入などなどを利用する際には別途料金が発生する……という仕組みです。

このようにして楽天市場はいろいろな方法で各ショップから出店料・システム利用料を徴収しており、非常に安定して莫大な収益を上げており、2004年12月期から2008年12月期までの売上高は以下のグラフを見ればわかるように、順調に右肩上がりとなっています。


2004年には455億6700万円の売り上げだったものが、2008年には2498億8300万円となっており、従業員数も2004年には599人でしたが、2008年には2081人にまで増えています。

ちなみに開始当初、楽天市場の代表である三木谷氏は「楽天市場では、月に場所代を5万円払えば、あとは一切かかりません。」（1999年3月朝日新聞）「出店料は月5万円にしました。いくら売れようと出店者から口銭を取ることもしません。」（1999年7月日経PC21）と言っていたそうですが、何度か料金体系は変更され、今のような課金システムとなっています。

■「店舗運営マニュアル」の存在

楽天市場がショップに売っているのは要するに「ネットショップ運営システム」であり、その利用料で儲けていることがわかったわけですが、楽天市場のウリはそのネットショップ運営システムを利用するために手厚いサポートがある、とされている点。そのため、楽天市場でモノを売るショップ側に対して、3万 2000円もする「RMS入門マニュアルセット」以外にもネット上で「店舗運営マニュアル」というものが提供されています。

楽天の店舗運営上必要な情報と素材が山のように詰め込まれており、非常に充実した内容となっています。このマニュアルが楽天市場のすべてであり、楽天市場に出店している各ショップはこのマニュアルを見ながら日々がんばっているというわけです。

なお、大部分にベーシック認証がかけられていますが、閲覧するためのIDとPASSは楽天自身が楽天市場にある各種店舗サポートページにて公開しています。

■各ショップはどこまで個人情報を把握しているのか？

楽天市場に店舗として登録すると、各種システムが利用可能になるわけですが、この中でメインとなるのが受注を管理する「R-Backoffice」というシステム。楽天市場を利用して注文した楽天ユーザーについて、「受注番号」「注文者氏名」「カード名義人」などが表示されるという仕組みになっています。この「R-Backoffice」を経由してサンクスメール、入金確認メール、発送完了メールを送信するというわけです。


この「R-Backoffice」に表示されている受注番号をクリックすることによって「注文内容の修正」を行うことが可能になっており、この際に楽天市場を利用しているユーザーの個人情報を確認することができます。


ここから名前、住所、電話番号、メールアドレスなどが確認できます。


しかしながら、楽天は2005年7月に個人情報が大流出したことがあり、それ以降このシステムは改良され、現在は修正画面からは確認できないようになっています


実際には「非表示」となっています。


つまり、メールアドレスについては楽天市場から各ショップにもれることはありえないわけですね、めでたしめでたし……となればよかったのかもしれませんが、実際にはそんなことはなく、さらなる恐ろしい現実がこの「店舗運営マニュアル」に記載されていたのです。

■楽天がショップにメールアドレスを売っている

「店舗運営マニュアル」によると「新CSVデータダウンロード」というのがあり、このサービスを利用することによって、各ショップは受注情報をExcelなどで扱うことができるCSV形式ファイルとして一括ダウンロードすることが可能になっています。


これによって「運送業者への伝票や納品書の処理、プレゼントの一括代行発送時の発送先リスト、宛名ラベル印刷など」が可能になるわけですが、なんとこの機能は有料となっており、100件までが1000円、100件を超える場合は1件につき10円となっています。つまり、1件10円で個人情報を売っているわけです。


実際にダウンロードできるデータのサンプルが「店舗運営マニュアル」内の「http: //www.rakuten.co.jp/shops/manual/service/backoffice/csvdl/sample.zip」にて配布されており、以下が楽天の店舗運営マニュアル内にて配布されているZIPファイルと同じものとなります。

中身は「通常購入データ.csv」「オークションデータ.csv」「プレゼントデータ.csv」「共同購入データ.csv」「資料請求データ.csv」「商品問合せデータ.csv」となっており、名字・名前・郵便番号・住所・電話番号・ニックネーム・メールアドレス・クレジットカード番号・クレジットカード名義人・クレジットカード有効期限といった各種個人情報が記載されています。

ただし、実際にはこのCSVファイル中には「メールアドレス」は記載されていません。つまり、このCSVデータダウンロードサービス経由でメールアドレスが流出するわけがないのです。だがしかし、なんということでしょう、ここで恐ろしい現実が判明します。

Q.CSVデータダウンロードサービスでメールアドレスを取得したい


つまり、月間売上が1000万円以上あるか、月間注文数が1000件以上のショップの場合は、審査が通ればこのCSVデータダウンロードサービスによって、メールアドレスも一気にゲットできるというわけです。基準に満たない場合も別途相談すれば何とかなるらしいことが書いてあり、はっきり言ってめちゃくちゃです。

■楽天市場に登録した個人情報が外部に流出する可能性は極めて高い

最終的には個人情報の扱いがすべて楽天市場の各ショップの責任になってくるとはいえ、その個人情報をショップに売って儲けているのは間違いなく楽天です。楽天自身がスパム業者に個人情報やメールアドレスを直接販売しているわけではないのですが、メールアドレスなどの個人情報が流出した過去がありながら、むしろそれを逆手にとってさらに利益を出すというこの仕組みはかなりの問題を抱えているはずです。

楽天自身もこの問題は十分認識しており、その証拠として先ほどの「Q.CSVデータダウンロードサービスでメールアドレスを取得したい」にて以下のような差入書の提出を義務づけています。


ほかにも、タレコミによると購入者宛に自動送信される注文確認メールが店舗にも同報送信されており、送信者は楽天市場、宛先は購入者のアドレス、CCに店舗のアドレス、といった感じになっているため、ここから顧客のメールアドレスを手作業で取り込めば無料で顧客の情報を入手することも可能ですし、メールから受注管理を行うソフトなども存在しているため、リスト化することも容易です。

なお、2009年の投資家向け説明会資料内では楽天が保有するこの大量の個人情報を使って「楽天経済圏（エコシステム）」というものを作り上げ、さまざまなサービスを提供する図が描かれていますが、楽天の根幹を支える個人情報を1件10円で販売する姿勢は疑問です。というか、自殺行為としか思えません。


この同じ2009年の説明会資料によると、楽天市場を利用している楽天会員の数は現在、「5310万」。このうち、一体どれぐらいの数の個人情報、メールアドレスが「CSVデータダウンロードサービス」によって流出したのでしょうか？


また、楽天市場の出店店舗数は「2万7258店」。このうち、どれぐらいの数のショップが実際に個人情報、メールアドレスをスパム業者へ流出させてしまっているのでしょうか？


少なくとも、この「CSVデータダウンロードサービス」が存在する限り、楽天市場に登録した個人情報が外部に流出する可能性は極めて高く、個人的にはとてもではありませんが安心して利用できる状態からはほど遠いと言わざるを得ません。
